US -90 -20 -DC <br />BACKGROUND <br />On September 20, 1994, the Board of County Commissioners approved <br />Addendum No. 2, the agreement with Camp Dresser and McKee, Inc. for <br />the South County Wastewater Treatment Plant Expansion to 2.0 MGD <br />for design, -permitting, bidding services, resident engineering <br />services, and inspection. During design of the said -project, the <br />engineer proposed several ideas to the County to save in <br />operational costs. These items were not included in the original <br />agreement with the County since they were not considered in the <br />basic scope of work. <br />ANALYSIS <br />The following proposals were given to the County for consideration <br />during the design period (see attachment). A summary of the <br />proposal is as follows: <br />1. Design of a rotary drum thickener to reduce the number of <br />trucks hauling sludge to the Central Sludge Treatment <br />facility. The rotary drum thickener installation would save <br />the County an approximate operational cost of $164,000.00 in <br />a period of ten years according to the engineer's report or <br />approximately $215,000.00 based on the bid. <br />2. Design of a chlorine containment scrubber system per <br />performance specification. This was initiated due to the <br />concern regarding the County's liability in the event of a <br />chlorine cylinder leak. <br />3. Design of a monitoring and control instrumentation telemetry <br />system. This would give the County the ability to operate its <br />plant more efficiently (reduce costs) by reducing the required <br />operator's presence at the plant from 16 hours to 6 hours as <br />per FDEP permit Class I reliability reuse system. <br />MAY 20, 1997 <br />T-3 <br />
