URGENT <br />TO: All County Commission Chairs <br />FROM: Mary Kay Cariseo, FAC Deputy Executive Director <br />DATE: May 19, 1997 <br />RE: Article V Legislation <br />FAC's Article V bill is now in the Governor's Office! <br />Your assistance is needed in assuring the Governor signs <br />House Bill 1319 into law. <br />HB 1319 by Representative John Thrasher (R -Clay) now awaits the Governor's signature. If you have <br />not done so already, PLEASE HAVE YOUR COUNTY ADOPT A RESOLUTION <br />SUPPORTING HOUSE BILL 1319 AND URGING THE GOVERNOR TO SIGN THE BILL <br />INTO LAW. THE DEADLINE FOR THE GOVERNOR TO SIGN THE BILL IS MAY 29, 1997 <br />Please have forward a copy of the resolution to the Governor, Lt. Governor, and FAC. <br />If your county cannot adopt a resolution before the Nfay 29, signing deadline, we ask that your county <br />please write a letter of support to both the Governor and Lt. Governor asking that the bill be signed into <br />law. <br />The main provisions of the bill include the following: <br />1) Provides a revenue source for the trust fund created by S8 901 by establishing a four-year phase-in <br />of the state's portion of the General Revenue dollars received from civil tragic infractions, which is <br />expected to generate $50 million over four years: <br />2) Establishes a committee of 15 people: six judges, six county commissioners, and three clerks, to <br />develop an allocation and disbursement plan for the trust fund: and. <br />3) Includes the Court Improvement Fund legislation we have ban supporting for several years. This <br />provision will allow additional fines of up to 5150 to be assessed against certain criminals, the fiords of <br />which would remain local for court improvements. <br />Thank you to those counties that have already sent resolutions and letters to the Governor.
