GN" 10i PAGE 5,19 <br />length of pipe connecting to the box culvert and joining existing metal pipe in the 161' <br />Street right-of-way. The Public Works Department staff is of the opinion that the entire <br />length of all fourteen storm sewer laterals should be replaced and not simply the last <br />downstream section. In addition, the laterals should be enlarged to improve Rockridge <br />drainage. <br />Staff has communicated with the DOT and consultant, Dames. and Moore, Inc., regarding <br />the County joining into the project to replace the entire length of all fourteen laterals. The <br />Consultant originally proposed a fee of $29,000 to revise the design. The Public Works <br />Department objected to this cost. Recent negotiations have resulted in a fee of <br />$18,482.74. <br />ALTERNATIVES AND ANALYSIS = <br />The entire length of all fourteen laterals including new terminating structures (catch basins) <br />are needed. There are numerous advantages and some disadvantages to the County <br />entering into a joint project agreement with the DOT. The construction cost should be less <br />since the Contractor will already be mobilized and lesser unit costs are usually attributable <br />to large cost projects. The attached engineering scope of services has been prepared by <br />the Public Works staff, DOT and Consultant (Dames and Moore, Inc.). The engineering <br />and permitting cost is $18,482.74 and the construction cost is estimated to be $40,000. <br />The alternatives presented are: <br />Alternative No. 1 - <br />Authorize staff to prepare an agreement with -Dames and Moore including <br />the attached scope of work and agenda it for future Board action. In <br />addition, request DOT to prepare a Joint Project Agreement to replace the <br />entire length of all fourteen laterals and terminating structures. <br />Alternative No. 2 - <br />Do not replace the entire length of the fourteen laterals and allow the DOT <br />work to proceed as originally proposed. <br />RECOMMENDATIONS AND FUNDING <br />Staff recommends-Attemative No.1 whereby staff is authorized to prepare the agreements <br />for future Board action. Funding to be from 10 Local Option Sales Tax ($1,100,000 <br />budgeted in FY98199 for Drainage purposes). <br />MAY 20, 1997 <br />84 <br />
