UW -96 -05 -DS <br />RESOLUTION III - PUBLIC HEARING <br />3ACKGROUND <br />)n May 6, 1997, the Indian River County Board of County <br />commissioners approved Resolution I (97-46) and Resolution II (97- <br />17). Resolution I contained the preliminary assessment roll <br />iescribing the project and cost. Resolution II set the date of the <br />public hearing for the subject project. Property owners have been <br />notified of the public hearing by certified mail. Resolution I <br />(97-46) was published in the Vero Beach PRESS JOURNAL on May 12, <br />1997. (See attached agenda item and minutes of the above meeting.) <br />XNALYS IS <br />)esign of the water distribution system is complete. An <br />informational meeting was scheduled for the property owners on May <br />14, 1997. The thirteen (13) properties which will benefit from <br />nater service are within a portion of the Indian River Acres <br />subdivision. The total estimated project cost, including <br />engineering and administration, is $64,079.00, less a non -assessed <br />portion of $40,229.00. The total estimated cost to be assessed is <br />X23,850.00. The estimated cost per square foot is $0.201741 <br />(rounded). <br />.1pproval of the attached Resolution III will confirm and approve <br />the preliminary assessment. The attached map displays the area to <br />oenefit from the assessment project. This project is to be funded <br />through the assessment of property owners along 129th Street. All <br />non -assessed construction will be funded either from impact fees as <br />easter-planned lines or recovered from line extension fees. In the <br />interim, financing will be from the assessment fund. <br />1ECOMMENDATION <br />Phe staff of the Department of Utility Services recommends that the <br />3oard of County Commissioners approve Resolution III, which affirms <br />the preliminary assessment on the subject project. <br />The Chairman opened the public hearing and asked if anyone wished to be heard in this <br />matter.
