4. Cost Savings/Operation Effectiveness <br />The other factor that the Department has looked into beside <br />the effluent water quality and permitting compliance issues <br />has been the operational cost comparison. <br />Vero Highlands WWTP <br />0.45 MGD capacity $16,022/month <br />Vista Royale WWTP <br />0.5 MGD capacity $ 5,014/month <br />Vista Gardens WWTP <br />0.15 MGD capacity $10,272/month <br />Iaurelwood WWTP <br />0.2 MGD capacity $ 3,744/month <br />Vero Beach WWTP <br />0.4 MGD limit capacity $11,600/month <br />(flat access fee) <br />Vero Beach WWTP <br />$ 1.10 per 1000 gallons $13,750/month <br />Total <br />$60,402/month <br />The proposed cost to <br />operate the new South County WWTP with <br />1.245 MGD at an estimated cost of $1.04/1,000 gallons will <br />equal $41,122. This shows a cost savings, of $19,280/month, or <br />$231;000/year by having <br />the new plant -'with a new process. <br />The above costs do <br />not include consideration of effluent <br />disposal issues nor permit compliance issues that get harder <br />every year due to the <br />imp <br />rlementation of the Clean Water Act. <br />.f <br />5. Construction Cost Analysis <br />* After communication with the City of Daytona Beach and the <br />City of Orlando, it was confirmed that they have experienced <br />similar unexpected increases in construction costs in the past <br />year. Staff has also looked further at two other cities <br />(Ocoee and Titusville) who had their facilities completely <br />built in the past four years. Due to their larger capacity (4 <br />MGD), the cost per gallon of construction was slightly less <br />than Indian River County's bid cost. Indian River County's <br />cost includes a telecommunications interface system, remote <br />telemetric unit modules, generator with its building, odor <br />control in the headworks, sludge thickener, and a chlorine <br />building enclosure with scrubber system that were not in their <br />plants or their costs. Also, construction in a confined space <br />is usually inclined to cost more. <br />* "As equal" quality material. For the non -sole source, <br />please see attached CDM package. <br />* Sludge thickener analysis (see attached CDM package) <br />Commissioner Tippin questioned the buffering at the project, and Capitol Projects Engineer <br />BM McCain advised that the road has been discontinued. However, discussions regarding the final site <br />plan will begin again this summer after this particular phase is done. <br />Commissioner Tippin noted that the buffering discussed was minimal. <br />Eric Grotke, of Camp Dresser & McKee, advised that a Type A buffer has been included. <br />Environmental Engineer Robbie Wisemen stated that a provision that the vegetation not be <br />disturbed was included. <br />45 <br />JUNE 39 1997 <br />BOOK 10i PAGE 683 <br />
