Due to the flow <br />from these developments, any additional flow oould not be <br />permitted/accepted for the south county area until new <br />capacity is at the very least under construction. <br />2. Other Issues/Factors <br />* Vista Royale and Vista Gardens Odor Problem <br />* S.W.I.M. Program - St. Johns River Water Management <br />District. SJRWMD, in their purchase of parcels of <br />submerged land and wetlands adjacent to Vista Royale and <br />Vista Gardens, has required the County to phase out the <br />fresh water discharge (effluent) to the mosquito control <br />_impoundment area. --They have been patient in <br />understanding that the County is building its wastewater <br />treatment facility with the schedule of completion being <br />1998. <br />* FDEP Requirements on Package Plants. To implement the <br />Indian River Lagoon Act, Clean Water Act, and Anti - <br />Degradation Act, Indian River County is required to <br />connect Vista Royale, Vista Gardens, and Laurelwood to <br />the South County Regional WWTF, along with many mobile <br />home parks and subdivisions in the western area of the <br />south region. Construction of the South County Regional <br />WWTP is the implementation of the aforementioned Acts. <br />3. Historical Events Regarding Proiect <br />* Agreement with the City of Vero Beach. This allows the <br />County to treat sewer flows from the south regional area <br />at the City's plant until the County has its own plant. <br />* Selection of water plant site at Oslo Road. <br />* Agreement with CDM to design a wastewater treatment plant <br />at Oslo Road, followed by a study of development of <br />collection to the proposed plant. <br />* 1993 County purchase of GDU plant. <br />* 1994 Amendment No. 1 - Agreement with CDM for plant <br />expansion design of the GDU plant at 6th Avenue, SW. <br />* Master Plan Update by Brown and Caldwell for the south <br />county regional area. It consists of the redirection of <br />sewer collection and evaluation of hydraulic capacity of <br />the existing collection system. <br />* Design and construction of a repumping and force main <br />facility at Oslo Road and force main to pump flows to the <br />GDU plant. ($2,000,000±) <br />* Construction of Laurelwood force main and lift station <br />upgrade to redirect flow to the South County Regional <br />WWTP. ($305,000±) Upon completion of this construction, <br />the Laurelwood WWTP can be decommissioned as per <br />agreement with the Laurelwood developer. <br />* Construction of a force main from US 1 to the Oslo <br />repumping facility. ($300,000±) <br />* Construction of a force main along US 1 from Oslo Road to <br />Vero Shores and upgrade of lift station. This would <br />redirect sewer flows from commercial properties along US <br />1, Grove Isle, Garden Grove, and Holiday Mobile Home Park <br />to the South County Regional WWTP. ($150,000±) <br />* Construction of a filter to produce reuse water/effluent <br />ror goat course irrigation. ($900,000±) <br />* Construction of a reuse pump facility and force main to <br />the West Regional interconnection to the wetland and <br />County -wide reuse system.
