UW -96 -18 -DS <br />:7• •.ice <br />On May 20, 1997, the Indian River County Board of County <br />Commissioners approved Resolution I (97-57) and Resolution II (97- <br />58). Resolution I contained the preliminary assessment roll <br />describing the project and cost. Resolution II set the date of the <br />public hearing for the subject project. Property owners have been <br />notified of the public hearing by certified mail. Resolution I <br />(97-57) was published in the Vero Beach PRESS JOURNAL on May 26, <br />1997. (See attached agenda item and minutes of the above meeting.) <br />ANALYSIS <br />esign.._of—.the water distribution system is complete. An <br />informational meeting was scheduled for the property owners on May <br />29, 1997. The thirty-five (35) properties which will benefit from <br />water service are along the east side of US 1 between 39th Street <br />and Harbor Drive. The total estimated project cost to be assessed, <br />including engineering and administration, is $223,299.89. The <br />estimated cost per square foot is $0.176227 (rounded). <br />Approval of the attached Resolution III will confirm and approve <br />'the preliminary assessment. The attached map displays the area to <br />benefit from the assessment project. This project is to be funded <br />through the assessment of property owners along the proposed water <br />line route. In the interim, financing will be from the assessment <br />fund. <br />The staff of the Department of Utility Services recommends that the <br />Board of County Commissioners approve Resolution III, which affirms <br />the preliminary assessment on the subject project. <br />In response to Commissioner Ginn, Mr. Chastain and Administrator Chandler explained <br />the 11/2% penalty and the basis of the 8 '/a% interest rate and that the rate was set in January by <br />the Board. <br />16 <br />June 10, 1997 <br />
