matter. <br />15. Buffers and Setbacks: Given that the surrounding area is <br />presently used for agricultural purposes, no special buffering <br />is required under the planned development LDRs. Since the A-1 <br />district minimum 30' setback exceeds the 25' PD perimeter <br />setback, the 30' A-1 district setback will control. The plan <br />proposes distances of at least 80' from any building envelope <br />(homesite area) to any adjacent property boundary. Because <br />this project is located outside of the Urban Service Area, no <br />residential/agricultural buffer is required. <br />16. Caribbean Fruit Fly Host Plant: While the county does not <br />specifically address this issue in its LDRs, there has been a <br />county policy of discouraging the planting of host plants in <br />agricultural areas. That general policy was reaffirmed <br />through the EAR process and will result in a specific <br />comprehensive plan policy proposal that will be reviewed later <br />this year. The applicant has indicated that he has no <br />objection to creating a restriction that would prohibit host <br />plants on the subject property. Staff will continue to <br />recommend inclusion of such a restriction when the project <br />covenants and restrictions are reviewed at the time of final <br />plat application. <br />17. Surrounding Land Use and Zoning: <br />North: Groves, Single Family/A-1 <br />South: Groves/A-1 <br />East: Groves/A-1 <br />West: Groves/A-1 <br />RECOMMENDATION• <br />Based on the above analysis, staff recommends that the Board of <br />County Commissioners grant PD special exception use approval with <br />the following conditions: <br />1. That prior to the issuance of a' land development permit or <br />permit waiver, the applicant shall obtain a Type "B" <br />stormwater management permit from the Public Works Department. <br />2. That prior to or via the final plat, the applicant shall <br />restrict the planting and maintenance of Caribbean Fruit Fly <br />host plants on the subject 28.5 acre overall site. <br />ATTACHMENTS: <br />1.
