BOOK 102 PAGE <br />Alternative No. 1 <br />Prepare an addendum to the 1975 Maintenance Agreement and <br />an easement to add 77th Street west of Willow Street and <br />99th. Street -west of Park Lateral. It has been discovered <br />that the City of Fellsmere annexed the land along 97th <br />Street between 127th Avenue and 125th Avenue. The Grader <br />Route NC -3 can probably absorb the additional 1.5 miles <br />of roadway, however, future requests will probably <br />follow. There are many miles of unmaintained roadways in <br />the County. <br />Alternative No 2 <br />There has been discussion to create a Municipal Services <br />Benefit Unit (MSBU) for road improvements and maintenance <br />within -the Fellsmere-area. There are several roadways in <br />need of construction or reconstruction. This <br />reconstruction activity goes beyond the intent of the <br />1975 maintenance agreement. Additional right-of-way <br />would be needed to accommodate stormwater treatment, <br />utility accommodation, and roadway construction. The <br />cost of the improvements could be assessed over a long <br />time period (10-20 years). In the Early 19800Is the <br />Public Works Dept. staff performed a simple life -cycle <br />economic analysis which indicated that the cost of paving <br />offsets the maintenance costs of grading a road beyond an <br />initial 16 year period. <br />Alternative No. 3 <br />Deny the request since the roads are platted only to the <br />Property Owners within the Water Management District. <br />RECOMMENDATIONS AND FUNDIN <br />Alternative No. 1 is recommended and staff is requesting <br />authorization for the Chairman to sign an Amendment to the <br />Interlocal Agreement with Fellsmere Farms -Water Control District to <br />add the two roads to the North County Grading Route # 3. <br />Amendment to Agreement <br />Copy of original Agreement <br />MOTION WAS MADE by Commissioner Ginn, SECONDED BY <br />Commissioner Macht, to approve stafr s recommendation. <br />(Alternate No. 1) <br />Commissioner Adams requested that Public Works Director James W. Davis clarify that <br />this did not include between 1210i and 1250' Avenues (item 1 in the Memo), which belongs to the <br />City of Fellsmere, and Director Davis agreed that she was correct. Commissioner Adams <br />heartily supported that recommendation. She noted that Alternative No. 2 touches on a problem <br />that the Board will need to deal with in the very near future, the number of roads that are coming <br />30 <br />JULY 8,1997 <br />
