to the County for maintenance, but which are actually Water Control District roads. The County <br />is giving building permits on property where there is no road except what the person makes <br />through there. Then, the people come to the County and ask that their road be maintained. She <br />thought they had a right to expect that they live on a road that we maintain. She thinks the Board <br />needs to address that issue in terms of the Municipal Services Benefit Unit (MSBU) and let <br />everyone know that if we are going to do it, the long-term goal is either to pave or bring -up -to - <br />standard. She believed there will be some intense problems in the future. We have already faced <br />some liability issues in past years with these roads. She suggested that the motion should include <br />asking staff to look hard and bring back something to the Board. <br />Commissioner Adams pointed out that the homeowners on 770` Street are all willing to <br />give the County about 20' in order to get enough minimum road width for them to have a road, <br />instead of a ditch rut. <br />Chairman Eggert recalled the Board had discussed this at the joint meeting in Fellsmere <br />concerning Willow Street some time ago. She knew there were problems with it, but she thought <br />it was really important. <br />Commissioner Adams advised that with the number of permits being issued, the pace has <br />picked up and she thought it would soon be a problem if not addressed quickly. She wanted staff <br />to be directed to come back to the Board with an MSBU or recommend some way to handle this <br />problem. Mr. Tillman of the Water Control District has offered to work with the County in any <br />way; their funds are strictly for the maintenance of the ditches. <br />Commissioner Ginn stated that the Water Control District reminded her that they do not <br />own a road -grader, that drainage is their sole operation, so they will not be too much help. <br />MOTION WAS AMENDED by Commissioner Ginn, <br />SECONDED BY Commissioner Macht, to also direct staff to come <br />back with a recommendation as per Commissioner Adams' <br />remarks above. <br />THE CHAIRMAN CALLED THE QUESTION and the amended <br />motion was carried unanimously. <br />AMENDMENT IS ON FILE <br />IN THE OFFICE OF THE CLERK TO THE BOARD <br />31 <br />800K 10� PAGE 2'7,JULY 8, 1997 <br />
