HOTCHKISS, P.E. 0WAND STAFFED ENVIRONMENTAL ENGINEER /T <br />BY: _.DEPARTMENT OF UTILITY SERVICES <br />SUBJECT: 9TH COURT WATER LINE LOOP CONNECTION <br />AUTHORIZATION FOR DESIGN, PERMITTING AND <br />CONSTRUCTION <br />INDIAN RIVER COUNTY PROJECT NO. UW -97 -08 -DS <br />WIP NO. 472-000-169-252.01 <br />LABOR CONTRACT NO. 4007 <br />BACKGROUND <br />On October 25, 1994, the Board of County Commissioners authorized <br />the Department of Utility Services to proceed with extending a <br />water main to provide water service to the residents along 9th <br />Court, between 2nd Street and 4th Street (see attached agenda item <br />and meeting minutes). The water main was constructed south along <br />9th Court from an existing main on 4th Street to within 230 feet of <br />2nd Street. However, a utility easement was not in place to allow <br />the water main to be connected to an existing main on 2nd Street, <br />thus providing a looped distribution system (this will increase <br />fire flow capacity, improve the quality of drinking water and <br />eliminate the need to periodically flush the line). Since then, <br />staff has obtained the necessary easement to allow connecting the <br />two systems together (see attached copy of utility easement). <br />On September 21, 1993, the Board of County Commissioners approved <br />the award of -the Labor Contract (Bid No. 4007) to. Driveways, Inc. <br />(See attached meeting minutes for contract renewal). We request <br />that the Board of County Commissioners approve the attached <br />contract with Driveways, Inc. to construct the necessary facilities <br />to connect the two systems. <br />ANALYSIS <br />In order to provide a looped system, the 4" diameter PVC water main <br />on 9th Court will have to be extended 230 linear feet to an <br />existing 8" diameter water main on 2nd Street. The estimated cost <br />to extend the water main under the labor contract is $10,286.79. <br />This includes $3,944.60 for labor, $2,679.75 for material, a 10% <br />contingency of $662.44 and $3,000.00 for engineering, permitting <br />and administrative cost (see attached cost estimates). All <br />services will be done in-house. Funding for the project will be <br />obtained from the impact fee fund. <br />RECOMMENDATION <br />The staff of the Department of Utility Services recommends that the <br />Board of County Commissioners authorize staff to proceed with <br />design and permitting, approve the contract with Driveways, Inc. in <br />the amount of $3,944.60, and authorize the Chairman to execute <br />same, as presented. <br />32 <br />JULY 89 1997 <br />
