This <br />addition will provide water service to 25 additional parcels, <br />including the City's government complex. <br />On June 10, 1997, Craven Thompson & Associates informed staff that <br />the Sebastian City Council agreed to make available all drainage <br />survey work completed in the Phase 2 area in anticipation of <br />reducing survey cost associated with the water project (see <br />attached letter). On June 12, 1997, Masteller, Moler & Reed, Inc. <br />agreed to reduce the Phase 2 contract by $2,884.00 in response to <br />the City Council's request (see attached letter and addendum to <br />survey contract). <br />ANALYSIS <br />The total additional length of survey work and pipe construction <br />needed to connect the systems is 4,550 feet. The estimated <br />construction cost to extend the water main to Louisiana Avenue is <br />$165,000.00, based on a ratio of the original cost estimate for <br />Phase 2 (see attached cost estimate). Masteller, Moler and Reed, <br />Inc. has proposed to do the additional survey for $3,186.00 (see <br />attached letter). This equates to approximately $3,700.00 per mile <br />of pipe. The original contract was for -39.1 miles of pipe, which <br />also equates to approximately $3,700.00 per mile of pipe. <br />The overall $302.00 increase ($3,186.00 increase and $2,884.00 <br />decrease) results in a revised contract amount of $145,202.00. <br />Payment for the construction and survey work will be financed <br />primarily from the assessment fund. However, since the project <br />will also include constructing master planned water mains, some of <br />the cost will be financed from the impact fee fund. <br />RECOMMENDATION <br />The staff of the Department of Utility Services recommends that the <br />Board of County Commissioners approve extending the Phase 2 water <br />assessment to include the properties along Main Street east to <br />Louisiana Avenue, approve additional payment in the amount of <br />$302.00 to Masteller, Moler and Reed, Inc., upon completion, for <br />the additional survey services and authorize chairman to execute <br />addendum to survey contract. <br />ON MOTION by Commissioner Adams, SECONDED BY <br />Commissioner Tippin, the Board unanimously approved extending <br />the Phase 2 water assessment to include the properties along Main <br />Street east to Louisiana Avenue; approved additional payment in <br />the amount of $302.00 to Masteller, Moler and Reed, Inc., upon <br />completion, for the additional survey services; and authorized the <br />Chairman to execute addendum to survey contract, as <br />recommended in the Memorandum. <br />AMENDMENT NO. 1 IS ON FILE IN THE <br />OFFICE OF THE CLERK TO THE BOARD <br />34 <br />JULY 89 1997 <br />
