This is based upon a level of service <br />standard of 250 gallons/ERU/day. Development on the subject <br />property will be serviced by the South County Water Plant which has <br />a remaining capacity of approximately 1,900,000 gallons/day and can <br />accommodate the additional demand generated by the most intense use <br />allowed under the proposed zoning. <br />- Wastewater <br />A 140 unit residential use on the subject property will have a <br />wastewater generation rate of 140 Equivalent Residential Units <br />(ERU), or 35,000 gallons/day. This is based upon a level of <br />service standard of 250 gallons/ERU/day. County wastewater lines <br />currently extend to within one half mile of the site. The property <br />will be serviced by the West County Wastewater Treatment Plant <br />which has a remaining capacity of approximately 178,000 gallons/day <br />and would be able to accommodate the additional demand generated by <br />the most intense use allowed under the proposed zoning. <br />Solid Waste <br />Solid waste service includes pick-up by private operators and <br />disposal at the county landfill. The county's adopted level of <br />service standard for landfill capacity is 2.37 cubic yards/person/ <br />year. With the county's average of approximately 2.3 persons/unit, <br />a 140 unit residential development would be anticipated to house <br />approximately 322 people (2.3 X 140). For the subject request to <br />meet the county's adopted level of service standard of 2.37 cubic <br />yards/person/year, the landfill must have enough capacity to <br />accommodate approximately 764 (366 X 2.37) cubic yards/year. <br />A review of the solid waste capacity for the active segment of the <br />county landfill indicates the availability of more than 840,000 <br />cubic yards. The active segment of the landfill has a 2 year <br />capacity, and the landfill has expansion capacity beyond 2010. <br />Based on the analysis, staff determined that the county landfill <br />can accommodate the additional solid waste generated by the site <br />under the proposed zoning district. <br />- Drainage <br />All developments are reviewed for compliance with <br />regulations which require on-site retention, <br />floodplain storage and minimum finished floor <br />addition, development proposals must meet <br />requirements of the county Stormwater Management <br />40 <br />August 12, 1997 <br />county stormwater <br />preservation of <br />elevations.
