B©OK 102 PuE, 267 <br />For these reasons, staff feels that development under the requested <br />RM -8 zoning district would not result in incompatibilities with the <br />surrounding area. <br />The proposed rezoning from A-1 to RM -8 would not result in an <br />increase in potential adverse environmental impacts associated with <br />site development. Since agricultural use is largely exempt from <br />county permitting, the county, in fact, has more opportunity to <br />regulate impacts associated with residential development than <br />impacts associated with agricultural use. <br />Residential development of the property will be subject to a number <br />of environmental requirements, including land clearing and tree <br />removal permits. The county's native upland plant community set- <br />aside requirement may apply to portions of the subject property. <br />Prior to residential development of the site, the applicant will be <br />required to complete an environmental survey to determine whether <br />any jurisdictional wetlands exist on the site. That survey will <br />have to be approved by the county's environmental planning staff. <br />Any jurisdictional wetlands on the parcel are protected by federal, <br />state, and county regulations. For these reasons, no significant <br />adverse environmental impacts associated with this request are <br />anticipated. <br />The requested zoning is compatible with the surrounding area, <br />consistent with the comprehensive plan, meets all concurrency <br />criteria, and will have no negative impacts on environmental <br />quality. The subject property is located in an area deemed suited <br />for medium -density residential uses and meets all applicable <br />rezoning criteria. For these reasons, staff supports the request. <br />Based on the analysis, staff and the Planning and Zoning Commission <br />recommend that the Board of County Commissioners approve this <br />request to rezone the subject property from A-1 to RM -8. <br />ATTACEMUMS <br />1.
