At its July 24, 1997 meeting, the Planning and Zoning Commission voted unanimously (6-0) to <br />recommend conceptual special exception use approval with the condition recommended by staff. <br />That same condition is included in staffis recommendation found at the end of this report. Also, the <br />Planning and Zoning Commission approved an accompanying major site plan application subject to <br />the Board of County Commissioners action on the special exception application. While no additional <br />conditions were proposed, there was some discussion at the public hearing regarding outdoor <br />lighting. That issue is addressed in this report. <br />ANALYSIS: <br />1. Gross Site Area: 25.44 acres (existing, total upper school campus) <br />2. Zoning Classification: RS -3, Residential Single Family District (up to 3 units per acre) <br />3. Land Use Designation: L-1, Low Density 1 (up to 3 units per acre) <br />4. Phasing: The project is to be constructed in one continuous construction phase over a 5 year <br />timeframe. <br />5. Building Area: Existing: 57,695 sq. ft. <br />Proposed: 99,200 sq. ft. <br />Total: 156,895 sq. ft. <br />6. Total Impervious Area: Existing: 183,010 sq. ft. <br />Pro on sed: 120,799 sq. ft. <br />Total: 303,809 sq. ft. <br />7. Open Space: Required: 40.0% <br />Provided: 72.6% (at build -out) <br />8. Traffic Circulation: A traffic impact statement has been reviewed and approved by the <br />traffic engineering division. The approved statement indicates that no off-site traffic related <br />improvements are required, and none are proposed. <br />The existing overall traffic circulation plan will be modified slightly. The existing on-site main <br />access driveway will continue to provide access to SR A -1-A, but will be modified to 3 lanes <br />with one inbound lane and two outbound lanes providing for right and left turn departures. <br />Several rows of additional parking are proposed north of the existing parking lot, and will be <br />accessed internally. An existing maintenance driveway at the southeast comer of the site will <br />be expanded to serve as a separate, limited use parking lot for the middle school and <br />maintenance facility. This driveway will be used for staff only, all buses, students and student <br />drop-off traffic will use the existing north driveway. The proposed traffic circulation plan has <br />been approved by the traffic engineering division. <br />9. Stormwater Management: A conceptual and final stormwater plan has been reviewed and <br />approved by the Public Works Department. The applicant will need to obtain a Type "B" <br />stormwater management permit from Public Works prior to site plan release. <br />10.
