RESOLUTION REAUTHORIZING IMPOSITION OF E911 FEE <br />The Board reviewed a Memorandum of September 30, 1997: <br />TO: Board of County Commissioners <br />THROUGH: Jim Chandler, County Administrator <br />FROM: Doug Wright, Directory <br />Emergency Services <br />DATE: September 30, 1997 <br />SUBJECT: Approval of Resolution Reauthorizing Imposition of E911 Fee <br />It is respectfully requested that the information contained herein be given formal consideration <br />by the Board of County Commissioners at the next regular scheduled meeting. <br />DESCRIPTION AND CONDITIONS: <br />The Florida Legislature in 1991 passed legislation amending Chapter 365.171, revising <br />provisions relating to the "911" fee which permits county governments to impose a fee on all <br />residential and business telephone lines to pay for. expenses associated with the operation of the <br />E911 system with a cap of $.50. <br />The revisions approved by the legislature provide for the following actions: <br />1. Deleted the requirement for annual approval of a county's recurring fee by the <br />Division of Communications; <br />2. Specified that a fund be established exclusively for 911 fee revenues and <br />expenditures; <br />3. Established that 911 funds be used only for specified purposes; <br />4. Requires an annual audit of the fund; <br />5. Provides for carry over of funds; and <br />6. Provides for expenditure of fees for certain employee positions. <br />In FY 96-97, the Indian River County Board of County Commissioners approved imposition of <br />a $.50 fee per line (up to a maximum of 25 access lines per account bill rendered) per month <br />to fund the permitted charges and expenses of the two Public Safety Answering Points (PSAP) <br />in the County. <br />Information from Bellsouth indicates that Indian River County has a total of 69,348 lines which <br />would be charged the 911 fee. If the Board approves the recommended charge of $.50 and all <br />parties paid the fee, it would generate approximately $416,088 in revenue, less the 1 % Bellsouth <br />collection fee. The matter is now before the Board of County Commissioners for approval of <br />the Resolution to reauthorize the E911 fee for FY 97-98 at $.50 per line (up to a maximum of <br />25 access lines per account bill rendered) per month. <br />ALTERNATIVES AND ANALYSIS: <br />The funds from the 911 fee will be utilized for staff maintenance of the data base, two call taker <br />positions, operating expenditures, CAD system, capital outlay, and a contingency fund to ensure <br />the integrity of the system to timely direct emergency personnel so that the protection of lives <br />and property can be assured. <br />OCTOBER 7, 1997 <br />
