The Board reviewed a Memorandum of September 30, 1997: <br />TO: James Chandler <br />County Administrator <br />D ON HEAD CONCURRENCE: <br />Robert M. lCmind AICIf <br />Community Development Dir r <br />4-1- <br />THROUGH: <br />-B.THROUGH: Stan Boling, AICP <br />Planning Director <br />FROM: Eric Blad�J <br />Staff Planner, Current Development <br />DATE: September 30, 1997 <br />SUBJECT: Lindsey Gardens, Ltd Request for Planned Development Special Exception Use and <br />Conceptual Site Plan Approval to Develop an Affordable Housing Apartment <br />Complex to be Known as Lindsey Gardens <br />It is requested that the data herein presented be given formal consideration by the Board of County <br />Commissioners at its regular meeting of October 7, 1997. <br />DESCRIPTION AND CONDMONS: <br />Mosby & Associates, Inc., on behalf of Lindsey Gardens, Ltd., has submitted an application for <br />planned development (PD) special exception use and conceptual site plan approval for a 168 unit <br />affordable housing apartment complex. The developer has applied for an affordable housing density <br />bonus, which is available through the PD special exception use approval process. <br />The subject site is a 15.41 acre parcel in the 3800 block of 49th Street (Lindsey Road), located on <br />the south side of 49th Street, and zoned RM -10, Residential Multi -Family. The proposed <br />development will include 11 two-story apartment buildings, recreational areas, and a <br />cornamnity/child care center. Development of the project is proposed in two phases. Phase I of the <br />project will include 6 apartment buildings, the recreation areas, the community/child day care center, <br />and the infiastructure to support phase 1. Phase 2 will complete the remainder of the project. <br />•PD Project Process <br />As a PD project, the process involved in review and approval of this proposal is as follows: <br />Approval Needed Reviewing Body <br />1. Conceptual Plan/Special Exception PZC & BCC <br />2. Preliminary PD Plan PZC <br />3. Land Development Permit or Waiver Staff <br />4. Final PD Plat BCC <br />The applicant is now requesting approval of the first step. If approved by the Board of County <br />Commissioners, the applicant will then need to apply for preliminary PD plan approval, which is <br />granted by the Planning and Zoning Commission. <br />•Planning and Zoning Commission Recommendation and Board of County Commissioners <br />Consideration <br />At its regular meeting of September 11, 1996, the Planning and Zoning Commission voted 7-0 to <br />recommend that the Board of County Commissioners grant special exception use approval and <br />conceptual site plan approval (see attachment #5), subject to the conditions stated in the <br />recommendations section of this report.
