BOOK PACE . <br />community. The Comprehensive Plan and Land Development Regulations (LDRs) require that new <br />development be reviewed to ensure that the minimum acceptable standards for these services and <br />facilities are maintained. <br />Policy 3.2 of the Future Land Use Element states that no development shall be approved unless it <br />is consistent with the concurrency management system component of the Capital Improvements <br />Element For rezoning requests, conditional concurrency review is requires. <br />Conditional concurrency review examines the available capacity of each facility with respect to a <br />proposed project. Since rezoning requests are not projects, county regulations call for the <br />concurrency review to be based upon the most intense use of the subject property based upon the <br />requested zoning. For residential rezoning requests, the most intense use (according to the County's <br />LDRs) is the maximum number of units that could be built on the site, given the size of the property <br />and the maximum density under the proposed zoning. The site information used for the concurrency <br />analysis is as follows: - <br />1. Size of Area to be Rezoned: ".68 acres <br />2. Existing Zoning District: A-1, Agricultural District (up to 1 unWS acres) <br />3. Proposed Zoning District: RS -3, Single -Family Residential District (up to 3 <br />units/acre) <br />4. Most Intense Use of Subject Property <br />Under Existing Zoning District: 1 Single -Family Unit <br />5. Most Intense Use of Subject Property <br />Under Proposed Zoning District: 26 Single -Family Units <br />► Transportation <br />As part of the concurrency review process, the applicant has submitted a Traffic Impact Statement <br />(TIS). The county's Traffic Engineering Division has reviewed and approved that TIS. A TIS <br />reports the number of peak hour/peak season/peak direction trips that would be generated by the <br />most intense use of the subject property under the proposed zoning district, and assigns those trips <br />to impacted roads. Impacted roads are defined in section 910.09(4)(b)3 of the county's LDRs as <br />roadway segments which receive five percent (50/6) or more of the project traffic or fifty (50) or more <br />project trips, whichever is less. <br />According to the approved TIS, the existing level of service on impacted roadways would not be <br />lowered by the traffic generated by development of 26 single-family units on the subject property. <br />Water <br />With the proposed zoning, the subject property could accommodate 26 residential units, resulting <br />in water consumption at a nate of 26 Equivalent Residential Units (ERU), or 6,500 gallons/day. This <br />is based upon a level of service of 250 gallons/ERU/day. Development on the subject property <br />would be served by the South County Reverse Osmosis Plant which currently has a remaining <br />capacity of approximately 1,908,665 gallons/day and can accommodate the additional demand <br />generated by the proposed rezoning. <br />Wastewater <br />Based upon the most intense use allowed under the proposed zoning, development of the property <br />will have a wastewater generation rate of approximately 26 Equivalent Residential Units (ERU), or <br />6,500 gallonstday. This is based upon the level of service standard of 250 gallons/ERU/day. County <br />wastewater service is available to the site from the West Regional Wastewater Treatment Plant, <br />which currently has a remaining capacity of 161,675 gallonstday and can accommodate the <br />additional wastewater generated by the subject request. <br />Solid Waste <br />Solid waste service includes pick-up by private operators and disposal at the county landfill. The <br />county's adopted level of service standard for landfill capacity is 237 cubic yards/person/ year. With <br />the county's average of approximately 23 persons/unit, a 26 unit residential development would be <br />anticipated to house approximately 60 people (2.3 X 26). For the subject request to meet the <br />county's adopted level of service standard of 2.37 cubic yards/person/year, the landfill must have <br />enough capacity to accommodate approximately 142 (60 X 2.37) cubic yardslyear. <br />OCTOBER 21, 1997 <br />48 <br />_ M M <br />
