Elly important is the development pattern in that portion of the county. That portion of the <br />county is located new a large mobile home park and three of the county -s largest and fastest <br />developing commercial/industrial nodes. Additionally, that area has convenient access to the <br />coup Ys transportation system. These factors indicate a trend toward continued urbanisation in that <br />portion of the county. <br />For these reasons, staff feels that the requested RS -3 zoning would be compatible with development <br />in the surrounding area. <br />Although the subject property does not appear to contain wetlands, the site does contains some <br />native uplands. Therefore, the county's 15 percent native upland set-aside requirement (or fee -in - <br />lieu) will apply to site development. In addition, residential development of the property will be <br />subject to a number of environmental requirements, including land clearing and tree removal <br />Permits. No adverse environmental impacts associated with this request are anticipated. <br />Based on the analysis, staff has determined that the -requested zoning district is compatible with <br />surrounding areas, is consistent with the comprehensive plan, meets all concurrency criteria, will <br />have no negative impacts on environmental quality, and meets all applicable rezoning criteria. Most <br />importantly, the eject property is located in an area deemed suited for low-density single-family <br />residential uses. For these reasons, staff supports the request. <br />Based on the analysis, staff and the Planning and Zoning Commission recommend that the Board <br />Of County Commissioners approve the attached ordinance to rezone the subject property from A-1 <br />to RS -3. <br />Director Keating stated that the applicant has filed a request to split the property into <br />2 tracts. P & Z has unanimously recommended approval of the project. <br />The Chairman opened the public hearing and asked if anyone wished to be heard in <br />this matter. There being none, she closed the public hearing. <br />ON MOTION by Commissioner Ginn, SECONDED by <br />Commissioner Tippin, the Board , by a 4-0 vote <br />(Commissioner Macht being absent) unanimously adopted <br />Ordinance 97-26 amending the zoning ordinance and the <br />accompanying zoning map from A-1 to RS -3 for the property <br />located at the northwest corner of 82nd Avenue and 8th <br />Street (Mary W.
