M i M <br />There were no other comments on this element and ChairmanEggert called for a <br />recess at 9:34 p.m. <br />The Chairman reconvened the meeting at 9:42 p.m. with all members present except <br />Commissioner Adams who arrived a short time later. <br />RECREATION AND OPEN SPACE ELEMENT <br />Chairman Eggert reported that she could not find Sandridge included in this element <br />and thought it would be nice if we listed every public private golf course, and Director <br />Keating advised it would be inserted. <br />Director Keating stated that one of the big changes with this element, which was <br />addressed during the EAR process, was changing our whole level of service standard <br />methodology to a county -wide 4 acre per 1,000 threshold. Another important thing is we <br />really need to do a recreation needs analysis sometime soon and decide exactly how many <br />and what kind of parks we need where. The big issue is how do we differentiate the parks <br />in the cities from the County's. We have paid for capital improvements on some of them <br />and on others we pay operating costs. There are a lot of issues that could not be resolved. <br />Staff has been working on this and it is a major initiative. <br />Commissioner Adams returned to the meeting at this point. <br />ECONOMIC DEVELOPMENT ELEMENT <br />Chairman Eggert advised that there was one change on the handout concerning Policy <br />2.5, which is suggested to read as follows: <br />Policy 2. : The county, through the solid waste disposal district, will provide land adjacent to the <br />landfill for appropriate businesses sm to locate. <br />There was no disagreement to the change. <br />Commissioner Ginn suggested a change to Objective 2 (Page 38) which had come to <br />her from Mr. Winne, as follows: <br />41 <br />OCTOBER 29, 1997 <br />ma 103 FnE 285 <br />
