Radke. <br />Economic Development Planner, Long -Range Planning <br />DATE: October 27, 1997 <br />RE: Bessemer Trust Co., Request to Amend the Comprehensive Plan to Redesignate <br />Approximately 18.8 acres from AG -1 to M-1. <br />PLAN AMENDMENT NUMBER: LUDA 97-07-0170 <br />It is requested that the data herein presented be given formal consideration by the Board of County <br />Commissioners at its regular meeting of November 4, 1997. <br />This request is to amend the Comprehensive Plan and redesignate approximately 18.8 acres from <br />AG -1, Agricultural - 1 (up to 1 unit/5 acres), to M-1, Medium Density Residential - 1 (up to 8 <br />units/acre). Located at the southeast comer of 66* Avenue and Oslo Road, the subject property <br />extends south from Oslo Road along the east side of 661i Avenue. The purpose of this request is to <br />secure the necessary nd use designation to develop the site with residential uses. <br />On October 9, 1997, the Planning and Zoning Commission voted 5-0 to recommend that the Board <br />of County Commissioners deny this request to amend the comprehensive plan to redesignate the <br />subject property to M-1 and to direct staff not to transmit this request to the state Department of <br />Community Affairs (DCA) for their review. The Board of County Commissioners is now to decide <br />whether or not this request is to be transmitted to the DCA for their review. <br />The subject property consists of a citrus grove and a two-story farm house, and it is zoned A-1, <br />Agricultural District (up to 1 unit/5 acres). All surrounding properties are also zoned A-1 and, <br />except for property to the northwest of the subject property, are being used for citrus groves. An <br />agricultural business exists to the northwest of the subject property at the comer of 661 Avenue and <br />Oslo Road. <br />The subject property and all surrounding properties are designated AG -1, (up to 1 unit/5 acres). The <br />AG -1 designation permits agricultural uses and residential uses with densities up to 1 unit/five acres. <br />The subject property is not designated as environmentally important nor environmentally sensitive <br />by the comprehensive plan. No wetlands nor native upland plant communities exist on site. <br />According to Flood Insurance Rating Maps, a portion the subject property does contain an AE (22') <br />flood hazard area. <br />The site is outside the Urban Service Area of the county. Potable water lines extend to the site from <br />the South County Reverse Osmosis Plant. Wastewater lines do not extend to the site. <br />NOVEMBER 4, 1997 50 <br />
