Fr- -I <br />BOOK 103 PAGE 438 <br />she did think that a date needed to be included for the first two (southern homes) to be <br />finished and then go on to the northern homes. <br />Mr. Bruno emphasized that the contractor needed a staging area to leave some <br />equipment and be able to cut the massive sheets of steel if he runs into an obstacle below the <br />grade. The steel had to be raised by a crane and pounded down. Also, leaving the equipment <br />on the beach was not a good option in case of a high tide or rough weather. He commented <br />that the homes needed to have the seawall in place in order to protect the homes. <br />Commissioner Adams questioned the need for cutting the steel and Director Davis <br />explained that the only time he would have to cut the sheet piling is if the contractor hits a <br />rock and loses the driving ability. He did not believe it was a frequent occurrence especially <br />as the contractor moved further north with the seawall. <br />Chairman Eggert suggested a compromise to allow the contractor special permission <br />to use the park for cutting (should the problem occur) by contacting Director Davis. <br />Director Davis stated this could be done, but pointed out that it takes his or Coastal <br />Engineer Jeff Tabar's time to be available to travel there. <br />Administrator Chandler wanted it to be abundantly clear that it would only be under <br />the condition that there was an emergency situation so it did not become a question of what <br />is approved and what is not. <br />Commissioner Adams granted that the major use of the park occurred during Easter, <br />Memorial Day, 4`' of July and Labor Day, and it was the Easter weekend that had caused <br />aggravation in the past. <br />Chairman Eggert reminded her that this coming year Easter will be in April (12'h). <br />MOTION WAS MADE by Commissioner Adams, SECONDED <br />BY Commissioner Macht, that the Board approve the <br />homeowner's use of the Wabasso Beach Park property access <br />for the beach with the following conditions: 1) a written <br />agreement be entered into with each (amended) property owner; <br />2) the property will be returned to its original condition after <br />construction; 3) a $10,000 cash bond be placed to guarantee that <br />the park will be restored; 4) that equipment or materials will not <br />be stored on the park site without prior approval; 5) no park <br />sand will be used for the construction of the access ramp; and 6) <br />NOVEMBER 18, 1997 <br />
