recommendation to the Board for a consultant with whom to negotiate <br />a contract. On May 23, 1997, the staff of the Department of <br />Utility Services was authorized by the Board to proceed with the <br />negotiations for a contract for Continuing Consulting Services for <br />Water Treatment Plants. <br />ANALYSIS <br />This two-year contract is to be considered the Master Agreement <br />between the consultant and the County for Continuing Consulting <br />Services for Water Treatment Plants. Work orders authorized by the <br />Board of County Commissioners under this contract shall not exceed <br />$10,000.00. The contract is to be used on an as -needed basis with <br />prior Board of County Commission approval for professional <br />consulting services for water treatment plants. The project limits <br />shall be identified in individual work authorizations and approved <br />by the Board of County Commissioners prior to a notice to proceed <br />being issued to the consultant. (For details of this agreement, <br />please see the attached contract.) Included under this agenda item <br />are two work orders, for which we are requesting authorization by <br />the Board of County Commissioners under this contract. <br />_. Work Authorization No. 1 <br />Water Ouality Analysis in Water Distribution System <br />At the present time, the Department is dealing with water <br />quality analysis issues within the distribution system. At <br />=is time, these issues deal with the water quality as it <br />pertains to the customer's side of the distribution system at <br />different intermittent locations throughout the system. This <br />work authorization will. provide for the engineering assistance <br />water uuality anaysis, a review of the County's water <br />distribution system, ana will provide verification as to what <br />....arse of action, if any, that the County should take in <br />addressing these issues. The negotiated cost associated with <br />tris work is $2,500.00. <br />Work Authorization No 2 <br />Encrineerina Assistance for Water Treatment Plant Permitting <br />South County R O Plant <br />Engineering staff is currently involved in renewing the <br />Industrial Waste Discharge permit for the South County Reverse <br />Osmosis facility. We are to a point in this process where <br />outside expertise must be utilized to proceed. The attached <br />July 31 letter from the Department of Environmental Protection <br />outlines the open issues in this matter. The most critical of <br />which is Item No. 4 "Toxicity Testing;" a response to this <br />will also be the main portion of the work provided by CDM. If <br />we are successful in demonstrating that toxicity is solely due <br />to "Ion Imbalance," we will be able to save $10,000 - $20,000 <br />per year in lab fees for testing. The negotiated cost <br />associated with this work is $4,000.00. <br />For details of these work authorizations, please reference the <br />attached proposed work authorizations.
