Keating, AIqP <br />Community Development Director <br />THROUGH: Stan Boling, AICP <br />Planning Director <br />FROM: Eric Blad X!� <br />Staff Planner, Current Development <br />DATE: November 26, 1997 <br />SUBJECT: Westminster Presbyterian Church's Request for Special Exception Use Approval for <br />an Expansion to a Place of Worship <br />It is requested that the data herein presented be given formal consideration by the Board of County <br />Commissioners at its regular meeting of December 9, 1997. <br />DESCRIPTION AND CONDITIONS: <br />John Dean, Architect and Associates, P.A. has submitted an application for major site plan approval <br />and special exception use approval on behalf of the Westminster Presbyterian Church to expand an <br />existing place of worship at 2555 58th Avenue. The proposed expansion consists of a 9,142 square <br />foot building addition to be constructed in two phases. Phase 1 will include construction of a 7,148 <br />square foot sanctuary, parking, stormwater management areas, and all required landscaping. Phase <br />2 will provide for a 1,994 square foot office and Sunday school classroom addition. Since the site <br />is located within an RS -6 zoning district and the proposal would expand the existing building area <br />by more than 10%, special exception use approval must be granted for the expansion. <br />At its November 13, 1997 meeting, the Planning and Zoning Commission voted 5 to 0 to recommend <br />that the Board of County Commissioners grant special exception use approval. The Board is now <br />to approve, approve with conditions, or deny the special exception use request. Pursuant to Section <br />971.05 of the LDRs, the Board is to consider the appropriateness of the requested use for the subject <br />site and surrounding area, and may attach any conditions and safeguards necessary to mitigate <br />impacts and to ensure compatibility of the use with the surrounding area. <br />At its November 13, 1997 meeting, the Planning and Zoning Commission also granted major site plan <br />approval subject to the Board of County Commissioners granting special exception use approval and <br />any conditions that may be attached to that approval. Therefore, the major site plan approval will <br />become effective if and when the Board grants special exception use approval. <br />14 <br />December 9, 1997 <br />
