12. Dedications & Improvements: The county has acquired 35' of 58th Avenue right-of-way <br />from Westminster Presbyterian Church property along 58th Avenue, completing the 130' <br />ultimate right-of-way required by the county thoroughfare plan. All proposed and existing <br />improvements on the site accommodate the purchase of right-of-way for setbacks from the <br />ultimate 58th Avenue right-of-way. A sidewalk along the site's 58th Avenue frontage is a <br />required improvement and has been depicted on the site plan. <br />14. Landscaping and SR 60 Corridor Plan: The subject site lies within the boundaries of the <br />SR 60 corridor plan. Pursuant to the LDRs and the corridor plan, when sites originally <br />developed prior to the implementation of the corridor plan (such as Westminster) are re- <br />developed or expanded, the area of new development shall comply with the corridor plan <br />standards. For this site plan proposal, the following corridor plan standards have been <br />applied: <br />a. Roadway Landscaping: Within the boundaries of the corridor plan, special roadway <br />buffers are required for the development of sites fronting roadways, such as 58th <br />Avenue, identified as Thoroughfare Plan Roads. Existing landscaping along the site's <br />58th Avenue frontage is dispersed through an area approximately 80' wide. Staff has <br />determined the quantity and dispersal of existing plant material along the project's <br />58th Avenue frontage satisfies the corridor plan roadway buffer requirements. <br />b. Foundation Plantings: The landscape plan provides a variety of foundation planting <br />material and ground cover around the new sanctuary. <br />C. Architectural Features: The architectural features of the proposed additions, as well <br />as the existing building, provide entry and window features that present a multi-plane <br />articulated appearance consistent with the corridor plan. Furthermore, the proposed <br />building colors are consistent with the corridor plan. <br />d. Signs: The existing freestanding sign on the site is a monument style sign that satisfies <br />the corridor plan sign standards. <br />It is staffs determination that existing and proposed landscaping, building features and colors, <br />and the existing monument style sign conform to SR 60 corridor plan requirements. Also, all <br />Chapter 926 landscape requirements are satisfied. <br />15. Specific Land Use Criteria: The following specific land use criteria apply to a site plan <br />application for a place of worship within the RS -6 zoning district: <br />a. No building or structure shall be located closer than thirty (30) feet to any property <br />line abutting a residential use or residentially designated property; <br />Note: All setbacks exceed 30'. <br />b. Access shall be from a major thoroughfare unless otherwise approved by the public <br />works department; <br />Note: Access is from 58th Avenue, a principal urban arterial roadway. <br />C. Any accessory residential use, day care facility or school upon the premises shall <br />provide such additional lot area as required for such use by this section and shall <br />further be subject to all conditions set forth by the reviewing procedures and <br />standards for that particular use.
