Since the subject site already has a commercial land use designation and is located within the Urban <br />Service Area, it is consistent with Future Land Use Policy 1.15. <br />Future Land Use Policy 1.19 <br />Future Land Use Policy 1.19 states that commercial and industrial land uses are designated as <br />corridors and nodes. These corridors and nodes shall be located along roads and at intersections with <br />functional classifications appropriate to the level of activity. <br />The existing SR 60/1-95 Commercial/Industrial node was established at that location because of the <br />functional classification of the two roadways. The SR 60/1-95 interchange will be one of the most <br />active intersections in the county. Therefore, the rezoning proposal is appropriate and consistent <br />with the Future Land Use Policy 1.19. <br />Future Land Use Policy 1.21 <br />Future Land Use Policy 1.21 states that node boundaries are designated to provide for efficient land <br />uses and maximum use of transportation and public facilities while eliminating sprawl and strip <br />development. <br />As the county grows and interstate traffic increases, the proposed development will be well situated <br />to provide efficient highway commercial related services. Therefore, the rezoning proposal is <br />consistent with Future Land Use Policy 1.21. <br />Future Land Use Policy 4.3 <br />Future Land Use Policy 4.3 states that activity centers such as commercial, office, and industrial <br />centers shall be located within commercial and industrial nodes and corridors to ensure efficient <br />utilization of the transportation network. <br />This proposal is within a commercial node, and centrally located. Therefore, the rezoning proposal <br />is consistent with Future Land Use Policy 4.3. <br />Economic Development Policy 1.1 <br />Economic Development Policy 1.1 states that the county shall encourage the expansion of existing <br />businesses and attraction of new industries and businesses. <br />This proposal would provide for expansion of an existing business in the county. Therefore, the <br />rezoning proposal is consistent with Economic Development Policy 1.1. <br />Overall Economic Development Plan Objective 2.0 <br />Overall Economic Development Plan Objective 2 states that, by January 1, 1996, the county will <br />have an unemployment rate that has decreased to around the middle third (1/3) of Florida counties <br />as published by the Florida Department of Labor and Employment Security. <br />This development will provide additional jobs in the community and help Indian River County meet <br />the stated objective. <br />Overall Economic Development Plan Objective 2.4 <br />Overall Economic Development Plan Objective 2.4 states that the Indian River County Council of <br />100 shall identify areas of the county providing summer employment opportunities and make this <br />information available to agricultural related businesses and employees. <br />25 <br />December 9, 1997 <br />
