6U 7" NiGc 644 <br />This proposal will make additional employment opportunities available in the summer, thereby <br />helping the county provide steady year round employment. <br />-Compatibility with the Surrounding Area <br />It is staff's position that granting the PD rezoning request will ensure a greater degree of <br />compatibility with the surrounding areas than the minimum development standards that would be <br />applied to a normal CL zoned development. As indicated above, the increased building setback <br />standards proposed as part of the PD zoning district exceed the CL standards. The Board of County <br />Commissioners does have the ability through the PD process to require additional conditions or <br />restrictions to ensure compatibility with the surrounding area. <br />PD PLAN ANALYSIS: <br />The conceptual PD plan depicts a proposed convenience store/fast food restaurant building with fuel <br />sales and a drive through, an office building, vacuum stations, car wash, and a mini storage facility. <br />The plan proposes 32,300 square feet of building area to be constructed in a single phase. In the <br />future, the applicant may propose minor modifications to the building. <br />1. Size of Development: 4.64 acres <br />2. Zoning Classification: Existing: 4.64 acres, CL (Limited Commercial) <br />Proposed: 4.64 acres, PD (Planned Development) <br />3. Land Use Designation: C/I, Commercial/Industrial <br />4. Building Area: Convenience store: 4,000 sq. ft. <br />Restaurant: 1,000 sq. ft. <br />Car wash: 3,150 sq. ft. <br />Office Building: 2,475 sq. ft. <br />Mini storage: 21.675 sq. ft. <br />Total: 32,300 sq. ft. <br />5. Impervious Area: Proposed: 136,913 sq. ft. <br />6. Open Space: Required: 25.0% <br />Provided: 30.3% <br />7. Parking: <br />8. <br />Required: 63 spaces <br />Provided: 73 spaces <br />Traffic Circulation: <br />*Access <br />The project will have two driveways on SR 60. The eastern driveway will have two in- <br />bound lanes and a single out -bound lane, while the western driveway will have dual out- <br />bound lanes. The eastern driveway will be limited to left -in, right -in and right -out maneuvers <br />with the western driveway being limited to right -out maneuvers. <br />The traffic impact analysis submitted with this application, and accepted by traffic <br />engineering staff, indicates that a right turn deceleration lane and aleft turn deceleration lane <br />are required for the project's eastern driveway. The proposed conceptual PD plan depicts <br />these improvements. These improvements will need to be in place prior to the issuance of <br />a C.O. for any part of the proposed development. <br />26 <br />December 9, 1997 <br />
