Planning Director Stan Boling went over the 4 changes to the Land Development <br />Regulations. <br />Chairman Eggert noted that the Memorandum omitted the word "retail" from the <br />3' line of Item No. 1, Commercial Nurseries in Agricultural Districts, and Director <br />Boling advised that it is included in the proposed ordinance. <br />The Chairman opened the public hearing regarding Item No. 1, Commercial <br />Nurseries in Agricultural Districts, and asked if anyone wished to be heard regarding this <br />matter. <br />Mike Rhoads, the owner of The Landscape Stop on 510, stated that the County has <br />issued a combination license to him for 3 years and he felt some time should be allowed <br />to relocate his retail operation. His whole life is invested in this business and he is not <br />disputing that changes should be made but asked for a 6 -month period to relocate <br />Director Boling explained to the Board that Mr. Rhoads' business is a commercial <br />operation in an agriculturally zoned district. He believed that Mr. Rhoads had reference <br />to an occupational license which was issued for the past 3 years which does not absolve <br />him from the responsibility of operating in an appropriately zoned area. <br />Chairman Eggert stated that several of the Commissioners have been in the nursery <br />business and understand that the relocation would take some time but felt that 6 months <br />is too long. <br />Commissioner Tippin thought 2 months would be sufficient but agreed to allow 3 <br />months. <br />Mr. Rhoads felt 3 months would be fair. <br />Chairman Eggert asked if anyone else wished to be heard regarding Item No. 1. <br />There being none, she closed the public hearing. <br />Chairman Eggert directed staff to make a special note giving Mr. Rhoads 3 months <br />to establish a new retail part of his nursery. <br />ON MOTION by Commissioner Macht, <br />SECONDED by Commissioner Ginn, the Board, by <br />a 4-0 vote (Commissioner Adams being absent) <br />unanimously approved Item No. 1 as submitted by <br />staff. <br />DECEMBER 16, 1997 <br />r <br />-21- �ti�� <br />
