r� <br />BOOK 10PAGE 32 1 <br />The 5 acre parcel on the east side of Indian River Boulevard was previously incorporated in the <br />Grand Harbor DRI, but not the PD. The developer is now seeking to include those 5 acres in the PD <br />as residential property. <br />The requested PD expansion, and the corresponding change in the DRI master land use plan, will <br />allow swapping out residential units for commercial square footage without increasing traffic <br />generation/attraction for Grand Harbor. <br />The essence of the applicant's PD request is to allow residential development on the west side of <br />Indian River Boulevard where only commercial/office development has been previously approved. <br />The amount of office, commercial, and residential development will not exceed the traffic generation <br />intensity of the previously approved commercial/office square footage (335,450 square feet of <br />commercial and 241,000 square feet of office). Therefore, no increase in development intensity is <br />proposed. The waivers that apply to the Grand Harbor PD area would be applicable to all new PD <br />areas. Those waivers include: right-of-way widths reduced to 40', and 0' setbacks on residential lots <br />within development pods. <br />Planning and Zoning Commission Action: <br />At its regular meeting of October 23, 1997, the Planning and Zoning Commission voted unanimously <br />(4-0) to recommend that the Board approve the request to expand the Grand Harbor PD area. At <br />that meeting, staff recommended adding a condition regarding the prohibition of Caribbean Fruit Fly <br />host plants, which the applicant does not object to, and the Planning and Zoning Commission included <br />that condition in its motion to recommend approval. That condition has been incorporated into staff s <br />recommendation that appears at the end of this report. <br />ANALYSIS• <br />1.
