Open Space: Required: 30% <br />Provided: 37% <br />7. Traffic Circulation: The addition of this property to the planned development area and the <br />change to the DRI master land use plan through the NOPC process will not change the traffic <br />circulation pattern nor the number of trips generated by the project. The traffic engineering <br />division has approved the proposed conceptual plan. <br />8. Stormwater Management: The stonmwater management plan approved with the DRI serves <br />the addition and will not be modified. <br />9. Utilities: The project will continue to utilize water and sewer services from the County <br />Department of Utility Services. These utility provisions have been approved. <br />10. Dedications & Improvements: No new dedications or improvements are required. <br />11. Concurrency: The developer addressed "conditional concurrency" with the original DRI. <br />Since no net increase in traffic generation/attraction is proposed, no additional concurrency <br />review is required. The developer will continue to obtain concurrency certificates prior to <br />issuance of building permits. <br />12. Environmental Issues: All environmental issues have been addressed with the original Grand <br />Harbor DRI. <br />13. Surrounding Land Use and Zoning: <br />North: Vacant/RM-6 <br />South: Vacant/CG, RM -6 <br />East: Grand Harbor, Indian River Boulevard/RM-6 <br />West: Commercial building, US 1, packing house/CL, IL <br />RECOMMENDATION: <br />Based on the analysis performed, staff recommends that the Board of County Commissioners grant <br />special exception use and conceptual PD plan approval for the expansion of the Grand Harbor PD, <br />with the following condition: <br />1. That prior to or via final plat approval, the applicant shall restrict the planting and <br />maintenance of Caribbean Fruit Fly host plants within the limits of the planned development. <br />ATTACHMENTS: <br />1.
