BOOK 104 PAGE107 <br />07 <br />MOTION WAS MADE by Commissioner Eggert, <br />SECONDED by Commissioner Adams, for <br />discussion, that the Board approve staffs <br />recommendations. <br />Commissioner Ginn commented that Wedelia is not lowmaintenance; there is nothing <br />attractive about Pampas Grass; and Ixora is not cold tolerant. <br />Chairman Tippin noted that all wild stuff does not turn him on but he realized native <br />plants are the "in" thing. <br />Commissioner Macht questioned why the Board should be acting for the benefit of <br />a private organization for perpetual maintenance. <br />Director Boling noted that the applicant was in the audience, as well as Mr. Higgins <br />from Florida DOT. The landscaping as proposed will be placed along I-95 through the entire <br />interchange, from %2 mile north to 1/2 mile south of SR -60. Horizon is putting up $112,500 <br />for this installation. Staff has presented the proposal for the Commissioners' comments and <br />all installation will be funded by others. The County's only responsibility will be the <br />maintenance. Staff will take the comments and work with representatives of Horizon in <br />order to come back before the Board in February with the final details. <br />Commissioner Ginn emphasized that she was in favor of beautifying the area but <br />wanted to make certain it is low maintenance since the County will be troubled with the <br />maintenance forever. <br />Commissioner Adams noted that the majority of the cost of maintenance is irrigation <br />and maintaining the irrigation system but if we are going to have a nice landscaping median <br />approach, it will involve some maintenance. <br />Chairman Tippin noted that all plants have advantages and disadvantages and there <br />is no such thing as maintenance -free plants. Anything attractive requires maintenance which <br />is why we have beauty parlors. <br />Commissioner Eggert felt this is our County entrance and we need to be involved in <br />the maintenance and have some control over our County entrances. <br />Commissioner Macht expressed his opinion that it is inappropriate for the County to <br />subsidize private industries and he felt this would set a bad precedent. <br />Commissioner Adams felt this would not be any different than landscaping Route 60. <br />We have 2 entrances to the County -Route 60 and 512. She noted that when she is traveling, <br />it is such a pleasure to see something nice besides trash, skid marks and paper wrappers. <br />JANUARY 13, 1998 <br />-50- <br />0 0 <br />
