• 0 <br />When you see a nice, well -kept landscaped area you know that city or that county cares <br />about its image. She believed the landscaping would increase the value of everything in the <br />area and make people want to come here. She believed it would be a win-win situation for <br />all. <br />Commissioner Macht had no argument with any of that but wondered whether a <br />requirement could be added that the landscaping would not produce extra maintenance costs <br />to the County. <br />Chairman Tippin believed that would be splitting hairs. Anything, such as picking <br />up trash, might improve a business. He was in favor of private industry kicking in dollars <br />to help beautify public properties near their place of business. <br />Commissioner Macht pointed out that other businesses along Route 60 have imposed <br />no additional requirements for maintenance. <br />Director Keating noted that none of this landscaping is required of Horizon. It is not <br />part of their DRI, PD or any of their site plans. He also noted that staff is still hopeful of <br />getting a similar contribution from Simon DeBartolo (Indian River Mall) so similar <br />landscaping can be done on that part of SR -60. <br />Commissioner Ginn emphasized that she was in favor of the plan but felt some of the <br />plants should be revisited, especially the Wedelia, unless this is a variety that doesn't creep <br />and grow on itself and trees. <br />Chairman Tippin noted that Wedelia grows in sun or shade and will choke out other <br />plants. However, it is a ground cover, and in all horticultural circles it would be considered <br />low maintenance; not no maintenance but low maintenance. It also gives the "critters" <br />someplace to hide. <br />Commissioner Macht then questioned how much of the plan depends on the <br />continuity of grants, and Director Boling stated that it is proposed to be done in 2 phases, <br />which will probably involve 2 grant applications. <br />costs. <br />Commissioner Macht explained that he was referring to grants toward maintenance <br />Director Boling explained that, as far as he knows, there are no grants available for <br />maintenance costs. Those costs would be borne completely by the County, although there <br />is some funding that DOT gives toward maintenance of areas such as slopes. These have <br />already been landscaped with sea grape so some funds will come from DOT because they <br />will be saving on maintenance. <br />Commissioner Macht then questioned whether the County would require additional <br />positions to maintain this, and Director Boling responded that a decision would have to be <br />JANUARY 13, 1998 <br />-51- Boa 104 fAKA08 <br />L <br />
