HOTCHKISS, P.E. �. <br />AND STAFFED <br />ENVIRONMENTAL ENGINEER <br />BY: <br />DEPARTMENT OF UTILITY SERVICES <br />SUBJECT: <br />RENEWAL OF COUNTYWIDE ABANDONED FLOW WELL <br />PLUGGING COST -SHARE AGREEMENT WITH ST. JOHNS RIVER <br />WATER MANAGEMENT DISTRICT (SJRWMD) <br />BACKGROUND <br />On October 7, 1997 The Board of County Commissioners (BCC) approved <br />a contract with SJRWMD to share in cost of plugging countywide <br />abandoned artesian wells (see attached agenda item and minutes). <br />As indicated in the attached minutes, the countywide contract does <br />not include plugging wells maintained by the Utilities Department. <br />The Department of Utilities Services now requests that the BCC <br />approve a similar contract for plugging abandoned supply wells. <br />ANALYSIS <br />Unlike the countywide agreements which matched the County's costs <br />with equal contributions, the utilities property agreements allow <br />for a 25% match of the total cost. This is based on a decision by <br />the SJRWMD Governing Board that revenue generating utilities have <br />more available funds for maintenance than taxed based <br />municipalities (see attached memorandum dated November 28, 1994). <br />Therefore, this agreement allocates $9,000.00 with a County expense <br />of $27,000.00 for a total funding of $36,000.00 to plug the <br />County's abandoned water supply wells for fiscal year 1997-1998. <br />The wells plugged under this agreement will be part of the North <br />Beach R.O. Plant repump conversion. The County's expense will be <br />financed from the impact fee fund (account number 472-000-169- <br />312.00). <br />RECOMMENDATION <br />The staff of the Department of Utility Services recommends that the <br />Board of County Commissioners approve the attached agreement and <br />authorize the Chairman to execute same, as presented. <br />January 20, 1998 <br />57 <br />BOOK 104 FAGS 183 <br />
