He <br />had copies of all the records he had gotten from W & S Department and offered to provide <br />them to her. <br />Commissioner Eggert advised that she thought the Environmental Health Department <br />had been provided those copies also. <br />Frank L. Mr. Turner has just <br />presented a chronological list of information we learned of since we were here 3 weeks <br />ago. I have a few points of emphasis, and seek your deliberation. <br />On Jan. 13th. - other speakers were invited to our "Matters by the Public" presentation. <br />Although that was unusual, I have no problem since the topic is not only highly unusual <br />but perhaps a bit toxic like the TCE Chemical itself. The invited speakers were from <br />several agencies. The public was clearly not noticed or invited because of a failure to <br />Include Mr. Turners and my topics In the Press Journal advertised agenda. <br />One concern I have about the other speakers on Jan. 13th. is that their obvious motive <br />whether solicited by any county official or not, was nearly exclusively to diminish any <br />concerns for the "present day safeness" of City water used in Vero Beach and Indian <br />River County. That was not, nor is now the primary concern of Mr. Turner and myself. <br />The stress on todays safeness was a good idea, just as a Press journal Editorial had <br />suggested earlier to keep calmness on the issue. I agree that Erroneous information <br />could cause emotional fears with the general public. <br />On the other hand a most important factor brought out by Mr. Mike Galanis Director <br />of Environmental Health was- completely omitted from your official minutes. <br />Mr. Galanis rightly praised Pipers clean up efforts- (as were required or imposed by the <br />State of Fla. and the EPA) But the very significant existing economic problem that may <br />exist for years and cause damage or abnormal expense to property owners was excluded <br />Mr. Galanis said: Because of the Piper TCE Chemical Spill- Quote: "This whole area <br />here is now "delineated area" and thats an area- most of the aiMgrt and the first few <br />residential streets just south of the airport, includingthi_ty administration <br />building, and the health department building It's called the delineated area (with an <br />official map of said area of record) and when a well goes into this area it has to have <br />special construction aspects- example- grout all the waw down and suecial permits by St. <br />John Water management.
