Mr. Galanis thought that Harbor Branch was primarily an environmental laboratory. <br />He was unsure of their capabilities with regard to medical problems. He offered to assist <br />Harbor Branch in anything they do in this matter. <br />Mr. Galanis stated that there is quite a bit of well -monitoring going on presently at <br />the Piper site as well as city water testing. He believed that additional water monitoring type <br />projects should not be undertaken or funded. He wondered what Harbor Branch would do. <br />Mr. Zorc thought that it certainly would not hurt to have the Director of Harbor <br />Branch's Environmental Laboratory come to consult with them, since Harbor Branch is <br />world-renowned. He felt some research needed to be done. <br />Chairman Tippin wished to state his observation. He understood the welfare of the <br />people was part of the responsibility of the Board of County Commissioners, but he was also <br />concerned and wondered how broad the scope might be. He recounted how during World <br />War II, the Navy brought DDT into the area to take care of mosquitos. It was used quite a <br />bit and was very effective. Then, all of a sudden, it became an "absolute carcinogenic that <br />was going to kill us all". While it was good this problem with DDT was discovered, he <br />pointed out that his older brothers were all still alive and he and they are all pretty healthy. <br />He expressed his confidence in the Health Department, but if the Board wished to meet with <br />the gentlemen from Harbor Branch, it was okay with him. <br />Commissioner Adams asked if staff could get together to discuss this to come back <br />to the Board with a recommendation, but Commissioner Ginn insisted she wanted the Harbor <br />Branch people to report directly to the Board. <br />MOTION WAS MADE by Commissioner Eggert, SECONDED <br />BY Commissioner Ginn, to invite Mr. Myron Gunsalus <br />(Director of Environmental Laboratory) and Dr. T. C. Wang <br />from Harbor Branch to consult with appropriate staff concerning <br />what they may be able to do regarding a study of the 1978 TCE <br />spill in Indian River County and report directly to the Board of <br />County Commissioners on what services they might render and <br />at what cost. <br />Under discussion, Vice Chairman Macht thought this study should be for seeking <br />information, not placement of blame.
