F";" <br />BACKGROUND: <br />The Educational Channel provided for by the franchise agreement between the City of <br />Vero Beach and TCI Cablevision of the Treasure Coast is scheduled to be operational <br />March 2, 1998. With the institution of the new channel, much of the programming that is <br />currently on the Government Access Channel will migrate to Channel 21 on the TCI <br />Cablevision system. Coincident with this change,. The Florida Channel will begin <br />providing, via satellite, gavel to gavel coverage of the 1998 Florida Legislature and <br />Government Access Channel operators have been encouraged by the Florida Channel to <br />downlink that programming for viewing on the Government Access Channel. Based on <br />comments the City of Vero Beach has reportedly received and conversations I have had <br />with an opinion writer for the Vero Beach Press Journal, there seems to be some public <br />interest in some of this State -level governmental activity. We could provide this <br />coverage with the regained channel capacity and slightly abbreviated taped meeting <br />playback periods (a condition in which we have been operating in since IRCC came onto <br />the Government Access Channel) and then get back to a more normal routine after the <br />State Legislative session concludes. <br />RECOMMENDATION: <br />Staff recommends showing the 1998 Florida Legislative Session starting March 2, 1998 <br />on the Government Access Channel, if the City of Vero Beach is in agreement, and with <br />the stipulation that no live local government meeting will be interrupted for the coverage <br />of the State Legislative sessions. A minimum of twelve hours of playback time for local <br />governmental meetings will be kept during this period, and additional playback time over <br />the weekends will be allocated on an as available basis, taking into consideration <br />previously scheduled programming. <br />ON MOTION by Commissioner Adams, SECONDED BY <br />Commissioner Ginn, the Board unanimously (4-0 Vice <br />Chairman Macht absent) approved showing the 1998 Florida <br />Legislative Session starting March 2, 1998 on the Government <br />Access Channel, if the City of Vero Beach is in agreement, and <br />with the stipulation that no live local government meeting will <br />be interrupted for the coverage of the State Legislative sessions. <br />A minimum of 12 hours of playback time for local governmental <br />meetings will be kept during this period, and additional <br />playback time over the weekends will be allocated on an as - <br />available basis, taking into consideration previously scheduled <br />programming, as recommended in the Memorandum. <br />March 3,1998 <br />24 <br />0 <br />
