Total Segment Demand (existing volume + vested volume) on this segment of 41 st Street: <br />206 peak hour/peak season/peak direction trips <br />The number of Average Weekday Trip Ends associated with the most intense use of the subject <br />property under the existing land use designation is 1,889. This was determined by multiplying the <br />187 units (most intense use) by ITE's single-family residential factor of 10.1 Average Daily Trip <br />Ends/unit. <br />The number of Average Weekday Trip Ends associated with the most intense use of the subject <br />property under the proposed land use designation is 10,472. This was determined by multiplying <br />the 187,000 square feet of shopping center use (most intense use) by ITE's shopping center fitted <br />curve factor of 56 Average Daily Trip Ends/1,000 square feet. <br />Since the county's transportation level of service is based on peak hour/peak season/peak direction <br />characteristics, the transportation concurrency analysis addresses project traffic occurring in the peak <br />hour and affecting the peak direction of impacted roadways. According to ITE, the proposed use <br />generates more volume in the p.m. peak hour than in the am. peak hour. Therefore, the p.m. peak <br />hour was used in the transportation concurrency analysis. The peak direction during the p.m. peak <br />hour on 419 Street is eastbound. <br />Given those conditions, the number of peak hour/peak season/peak direction trips that would be <br />generated by the most intense use of the subject property under the existing land use designation was <br />calculated to be 65. This was determined by multiplying the total number of units allowed (187) <br />under the existing land use designation by ITE's factor of 1.01 p.m. peak hour tripstunit, to determine <br />the total number of trips generated Of these trips, 65% (123) will be inbound and 35% (64) will be <br />outbound Of the inbound trips, 53% or 65 will be eastbound <br />To determine the number of peak hour/peak season/peak direction trips that would be generated by <br />the most intense use of the subject property under the proposed land use designation, the total square <br />footage of shopping center allowed under the proposed amendment (187,000) was multiplied by <br />ITE's factor of 5.23 p.m. peak hour trips/1,000 square feet to determine the total number of trips <br />generated (978). Of these trips, 50% (489) will be inbound and 50% (489) will be outbound Of the <br />inbound trips, 53% or 259 will be eastbound Therefore, the most intense use of the subject property <br />under the proposed land use designation would generate 194 (259 - 65 =194) more peak hour/peak <br />season/peak direction trips than the 65 that would be generated by the most intense use of the subject <br />property under the existing land use designation. <br />Using a modified gravity model and a hand assignment, the peak hour/peak season/peak direction <br />trips generated by the proposed use were then assigned to impacted roads on the network. Impacted <br />roads are defined in section 910.09(4)(b)3 of the county's LDRs as roadway segments which receive <br />five percent (5%) or more of the project traffic or fifty (50) or more of the project trips, whichever <br />is less. <br />Capacities for all roadway segments in Indian River County are calculated and updated annually, <br />utilizing the latest and best available peak season traffic characteristics and applying Appendix G <br />methodology as set forth in the Florida Department of Transportation Level of Service Manual. <br />Available capacity is the total capacity less existing and committed (vested) traffic volumes; this is <br />updated daily based upon vesting associated with project approvals. <br />The traffic capacity for the segment of 41st Street adjacent to this site is 880 trips (peak hour/peak <br />season/peak direction) at Level of Service (LOS) "D", while the Total Segment Demand (existing <br />traffic volume + vested traffic volume) on this segment of 41 st Street is 227 trips (peak hour/peak <br />season/peak direction). The additional 259 peak hour/peak season/peak direction trips created by <br />the most intense use of the subject property under the proposed amendment would increase the Total <br />Segment Demand peak hour/peak season/peak direction trips for this segment of 41' Street to <br />approximately 486. <br />MARCH 10, 1998 <br />0 -22- <br />• <br />
