Chandler <br />County Administrator <br />DIPAfLTMENT HEAD CONCURRENCE: <br />Robert K Keating, 'P <br />Community Development' r <br />THROUGH: Sasan Rohan, AICP - S -W. <br />Chi4 Long -Range Planning <br />FROM: John Wachtel.I•e1 <br />Senor Planner, Long -Range Planning <br />DATE: March 3, IM <br />SUBJECT: Consideration of EAR (Evaluation and Appraisal Report) based Indian River <br />County Comprehensive Plan Amendments <br />(Adoption Public Hearing) <br />It is requested that the data herein presented be given formal consideration by the Board of County <br />Commissioners at its regular meeting of March 10, 1999. <br />Consistent with state statutes and state administrative miss, the Board of County Commissioners <br />adopted the county's current comprehensive plan in February, 1990. During 1996, the county <br />prepared its Comprehensive Plan Evaluation and Appraisal Report (EAR) and submitted the report <br />to the State of Florida Department of Community Affairs (DCA). DCA found the county's <br />evaluation and appraisal report to be sufficient <br />Since January 1997, planning staff has worked on revising all 15 elements and sub -elements of the <br />comprehensive plan to incorporate the findings and recommendations ofthe evaluation and appraisal <br />report. <br />In amending the comprehensive plan to incorporate the EAR's findings and recommendations, the <br />normal comprehensive plan amendment procedure must be followed. This procedure calls for a <br />Public hearing before the local planning agency (Planning and Zoning Commission), a transmittal <br />public hearing before the Board of County Commissioner, and a final adoption hearing before the <br />Board <br />Section 163.3191(4), F.S. states that EAR based amendments must be adopted within one year of <br />EAR adoption. Therefore, the adoption date for the county's EAR based amendments became <br />December 17, 1997.
