Lease of Space at Landfill for Billboards - Proposed by <br />Universal Outdoor, Inc. - Denied <br />The Board reviewed a Memorandum of March 3, 1998: <br />TO: Board of County Commissioners <br />FROM: Terrence P. O'Brien, Assistant County y Attorne lr-1111 <br />DATE: March 3, 1998 <br />SUBJECT: Lease of Space at County Landfill for Billboard Purposes <br />The County has received a proposal from Universal Outdoor, Inc. to lease space <br />from the County at the landfill for outdoor advertising billboards. A copy of that <br />proposal is attached. <br />Under current zoning restrictions, governing the landfill (AG), billboards are not <br />permitted. It is staff's opinion that such billboard signs on County property <br />would also be contrary to the purpose and intent (Section 956.01, IRC Code) of <br />Chapter 956 Sign Regulation of the Code. Additionally, the text of the signage <br />would be at the discretion of the lessee and this could result in advertising that <br />might be offensive to community standards. <br />If the Board were to pursue this as a revenue source, zoning restrictions would <br />have to be amended and the lease would have to go out for bid. <br />In view of the foregoing, it is recommended that the BCC direct staff to decline <br />the offer of Universal Outdoor, Inc. <br />Commissioner Ginn wanted to make sure the public understood that the staff <br />recommendation was to decline the offer of Universal Outdoor, Inc. to lease space from the <br />County at the Landfill for outdoor advertising billboards. <br />ON MOTION by Commissioner Eggert, SECONDED BY <br />Commissioner Adams, the Board unanimously declined the <br />offer of Universal Outdoor, Inc. for leasing space from the <br />County at the Landfill for outdoor advertising billboards, as <br />recommended in the Memorandum. <br />March 17,1998 <br />21 <br />S0CK 10�.�` <br />
