The Chairman opened the public hearing and asked if anyone wished to be heard in <br />this matter. <br />Pete Robinson, Vice President of Laurel Homes, related stories about discussions on <br />TND's. His point was do not let the bureaucrats decide and tell developers what to do, <br />because what people want will drive the market. He also mentioned other issues in growth <br />management that need to be addressed in the future. <br />Debb Robinson, Vice President of Laurel Homes, thought the vision of TND was <br />excellent, but wanted to know how the communities are going to be developed, and what <br />government's place was in the planning of the communities. She agreed the grid system <br />moved traffic well, but stressed that if the Board's objective is to build communities and <br />increase the quality of life, then she thought they should modify the requirement for grids <br />and block sizes. Her objections to grids were there can be no continuous sidewalk system, <br />they increase internal traffic in a neighborhood, and create communities with higher crime. <br />She believed Indian River County has a high quality of life which is why we all love to live <br />here. She favored the traditional neighborhood design and hoped the Commissioners would <br />approve it. She also hoped the Board would remove the specifications for grids and the <br />design of the streets, take it out of the DCA's hands and out of the Land Use Plan, and <br />decide locally how we want our neighborhoods to evolve. If we are solely worried about <br />traffic, the grid is already in place. <br />Commissioner Ginn agreed with Ms. Robinson saying we need flexibility internally <br />within neighborhoods. <br />Director Keating again suggested that the Board not make any changes in the plan at <br />this time because DCA has already approved what is before them. He noted that the Board <br />can make a change in the future. <br />Doug Bournique, representing Indian River Citrus League, advised that the League <br />was in favor of staff's recommendation as it refers to Objective 6. <br />It was determined that no one else wished to be heard and the Chairman closed the <br />public hearing. <br />March 17,1998 <br />23 <br />HOY <br />
