Chairman Tippin stated that he still had grave concerns and had received many phone <br />calls about the TND. He felt this was the new buzzword with DCA. With respect to <br />Objective 18, he contended "will be" should be changed to "encourage". <br />Director Keating explained "encourage" was one of the words that DCA felt was <br />vague and wanted something more definitive. He again asked that they adopt the plan <br />without any changes at this time. <br />MOTION WAS MADE by Commissioner Eggert, SECONDED <br />BY Commissioner Adams, to approve the recommendation with <br />the condition that in July 1999 rotation for the Comprehensive <br />Plan amendments, that the TND be brought back for review <br />with a workshop and discussion. <br />Commissioner Ginn asked how many TND projects Director Keating anticipated in <br />the one-year period, and Director Keating advised that staff is actively working now with a <br />pretty substantial project (500 or 600 acres, partly within and partly without the Urban <br />Service Area). <br />Commissioner Ginn expressed her continued objection to the 10% density bonus <br />within the Urban Service Area calling it inappropriate and unnecessary. <br />Vice Chairman Macht thought her objection was valid, as he understood it, under a <br />recent court decision, once given it is a matter of right. <br />Commissioner Ginn hoped that in the future there would be some flexibility on the <br />internal roads, curved roads are better than a grid. <br />Vice Chairman Macht agreed that something other than geometric layouts is more <br />desirable. He asked if the grid system is mandatory. <br />Director Keating replied it was mandatory in order to get the benefits of the TND. <br />He pointed out that the grid system does not required straight roadways; they can be <br />curvilinear roadways, as long as they intersect and form a type of grid system. It is in <br />opposition to the traditional cul de sac -type of development. <br />Vice Chairman Macht stated that he lived in a grid system area and listed several of <br />the drawbacks, such as noise from cars, refuse being thrown from cars, and dogs leaving <br />mementoes on his property. <br />March 17,1998 <br />24 <br />
