• <br />Commissioner Eggert assured him that those types of annoyances occur also in cul <br />de sacs. <br />Commissioner Eggert REITERATED HER MOTION at the <br />request of the Chairman: To approve the recommendation for <br />the "whole schmear" -- the adoption of the plan (ordinance) and <br />termination of the Harbor Town Center (DO/DRI) development <br />(resolution) — with the condition that we come back in the July <br />amendment rotation in 1999, to review the TND. <br />Next, Commissioner Ginn expressed concern aboutpage 97, under Policy 7.1, relating <br />to septic tanks. She understood that a large TND development could end up with septic tanks <br />and a private water supply in the unincorporated area of the county. <br />Director Keating explained that if a development (with septic tanks and private water <br />supply) occurs outside the urban service area, it would have to meet the criteria of Florida <br />Administrative Code 10.d.6. (now Chapter 64 - per County Attorney Vitunac) and be built <br />on half acre lots. <br />Commissioner Ginn wanted to tie that in with Objective 6. She was concerned there <br />was no provision requiring that citrus remain in Indian River County and a developer could <br />come in to build a massive development, such as Seaside, outside the urban service area <br />resulting in the elimination of all the citrus in the county. <br />Director Keating explained that densities outside the urban services area are either 1 <br />unit per 5 acres, 1 unit per 10 acres, or 1 per 20 acres, depending on location. Part of 18.3. <br />requires that a TND be, by a certain percentage, inside the urban service area. Outside the <br />urban service area, all development has to be clustered as it is developed and it cannot <br />exceed the underlying land use density, unless it comes in as a new -town -type of <br />development, with employment, retail, recreation, cultural activities, and residential. He <br />emphasized that a Seawind cannot be created here outside the urban service area. <br />Mr. Bournique, speaking once again on behalf of the Citrus League, emphasized that <br />the citrus growers do not want their properties labeled just for citrus for a couple of reasons. <br />He explained that if a grower was faced with disease like canker or brown citrus aphid, the <br />grower would have to take certain measures to scarify his groves and be prohibited from <br />growing citrus for an extended period of time. <br />March 17,1998 <br />25 <br />
