In 1987 I gave the county part of the above property <br />for the extension of Indian River Boulevard. In return I <br />was to receive an impact fee credit of $112,218.00. Now <br />my understanding is that in error, Grand Harbor was awarded <br />this credit. <br />Recently I have met with Fran Adams to discuss this and <br />have given her copies of all the correspondence relating to <br />the above. <br />I am on the agenda March 10th, and would like to meet <br />with you prior to that date. Your cooperation is greatly appre- <br />ciated. <br />Best Regards, <br />eonard Hatala (Tr) <br />(CLERK'S NOTE: Extensive backup, pages 54-127, was <br />provided in the Agenda Package.) <br />Mr. Hatala explained that in February 1987, the County wanted to extend Indian River <br />Boulevard, so he sold his land on 53' Street to Indian River County; in return the County <br />was supposed to give him an impact fee credit of $112,218. At the same time, Grand Harbor <br />needed an entrance on 53r' Street. In exchange for 894' of road, Grand Harbor extended the <br />water line 894' to his property. The County, by mistake, gave his impact fee credit to Grand <br />Harbor. Last year, he approached the County because nothing was being built on the <br />property and asked if he could get paid cash. It was then he learned that the County had <br />given the impact fee credit to Grand Harbor. At that time, there was a shopping mall group <br />involved and they were supposed to get the impact fee credit on his property, where the new <br />mall, Harbor Town Center, was to have been built. <br />Mr. Hatala claimed he should have been notified by certified mail when the impact <br />fee was given to Grand Harbor. He was never notified; it was his land and not Grand <br />Harbor's. He wanted to get the matter resolved now. He asked that Public Works Director <br />James Davis advise who owned the property that the County took on 53' Street for the <br />extension of Indian River Boulevard. <br />Public Works Director James Davis recalled that in the mid to late 1980's, the County <br />was working on the Boulevard project and Steve Henderson was representing Grand Harbor. <br />March 17,1998 <br />
