Wheeler, Sheriff <br />GCW:mej <br />Attachment <br />I M <br />The 173rd Internationally Accredited Law Enforcement Agency <br />I" <br />Accredited by the Commission on Accreditation for Law Enforcement Agencies, Incorporated i <br />Sheriff Wheeler recounted how all interested local agencies had met on March 12 and <br />looked at the presentation concerning this State program for juvenile offenders. The <br />attendees were very favorably impressed and agreed the program would produce a positive <br />effect if put into operation in Indian River County. <br />He then showed a 15 -minute video on SHOCAP which presented the beneficial <br />effects of SHOCAP in other counties in Florida. The video specified that the grant gives <br />training on what is necessary to implement SHOCAP in a jurisdiction. - <br />Sheriff Wheeler gave examples of how SHOCAP would provide and track <br />accountability. He also gave statistics of the crimes committed by juveniles in the county <br />and stated that the program targets serious juvenile offenders who meet certain criteria in <br />offences against the law. A county has the prerogative to set the criteria and the data is <br />shared by all the agencies involved in juvenile justice, including the school system. <br />Currently about 32 counties have SHOCAP. The information it will contain is not available <br />through NCIC or any other criminal data services, because juveniles' records are protected. <br />Sheriff Wheeler suggested that the funding source come from savings on contributions <br />to the Florida Retirement System, since it is not necessary to make a contribution this year. <br />This use of funds will not increase the budget. He urged the Commissioners to approve this <br />request as it will increase the number of deputies which are sorely needed in order to <br />maintain the same level of service, which is already slowed due to increase in crime, <br />development, and population. <br />April 7,1998 - <br />35 <br />�,un . .,_..�` F�GC 44 <br />
