TO: Honorable Board of County Commissioners <br />THROUGH: Jim Chandler, County Administrator <br />FROM: Doug Wright, Director t\a- J <br />Emergency Services <br />DATE: March 31, 1998 <br />SUBJECT: Amendment To Hobart Tower And Ground Space Lease Between Indian River <br />County And PrimeCo Personal Communications <br />On September 30, 1997, the Board of County Commissioners approved a Tower and Ground <br />Space Lease Agreement with PrimeCo Personal Communications to co -locate on the County <br />owned 405' foot Hobart Tower located in Hobart Park. <br />Since that time, PrimeCo, has completed a study and survey of the tower and determined that it <br />is insufficient for their needs. In March, 1998, the company initiated negotiations with staff <br />regarding replacing an older 150' foot County owned tower located within the -shadow of Hobart <br />Tower. This 150' foot tower is presently unserviceable due to corrosion and rust. At the time <br />PrimeCo initiated negotiations, staff was in the process of planning to remove the tower due to <br />its unsafe condition. The rust is so bad one of the tower legs is completely rusted through and <br />it was unsafe to climb to remove the coax and antennas remaining on the tower. <br />There are currently two entities using the small tower. One is the ARES/RACES (Amateur <br />Radio) volunteers associated with Emergency Management and the second is the Florida Marine <br />Patrol. Staff has prior noticed the Marine Patrol that the tower was in the process of being <br />removed and it would be necessary to relocate their communications equipment to another tower <br />in the County. Antenna space will be provided to the ARES/RACES group on Hobart Tower. <br />The following summarizes the amendment to the prior approved contract with PrimeCo: <br />1. PrimeCo will remove the existing unserviceable 150' foot communications tower <br />located in Hobart Park. <br />2. PrimeCo will construct a new tower at the same location in two phases. i.e., <br />a) the first phase will be a 150' foot AAT (above average terrain), guyed <br />tower designed to accommodate an additional 70 feet of tower; and <br />b) the second phase will be to increase the 150' foot tower by another 70 feet <br />which will make it a 220' foot tower when completed, after all permits <br />and approvals have been received from the appropriate authorities. <br />3. Indian River County will own the new tower and be responsible for lighting as <br />well as grounds and tower maintenance. (PrimeCo will separately meter their <br />electric service) <br />4. PrimeCo will receive use of the tower at an agreed annual rental of Ten thousand <br />Eight Hundred -Dollars ($10,800.00), which annual rental shall commence the <br />eleventh (11th) year of the Site Lease. <br />April 7,1998 <br />
