performance of the equipment, the County would purchase the equipment from them. <br />The Hycor rotary drum thickener was selected to provide uniformity of equipment in <br />the County and to minimize the spare parts budget in the years to come. <br />ANALYSIS <br />The test period has been completed, and the equipment has performed as the County <br />expected. The equipment achieved 100% capacity when it was tested to thicken <br />sludge in the digester. When it was tested directly from the boat clarifier, the <br />machine achieved 80% capacity due to thin sludge and filamentous bacteria in the <br />mixed liquor. The cost for purchasing the Hycor, Thick Tech Basic Unit, Model RDT <br />150 is $116,460.00. The delivery time of the unit is approximately 12-16 weeks from <br />the time the purchase order is issued. <br />Because the ability exists to shuttle water south, further thought has been given to <br />utilizing this ability to convey waste activated sludge south to the Gifford facility. This <br />is being tried, and if successful may allow a single installation at the Gifford facility, <br />meeting the sludge thickening needs of both North and Gifford. <br />The Utilities Department engineering staff is negotiating with Wharton -Smith, the <br />contractor for the South County Wastewater Treatment Facility Expansion Project, for <br />the installation of this equipment. The result of the negotiations and any associated <br />fees will be presented to the Board for approval in the near future. However, if the <br />staff determined the price to be too high, staff is seeking an approval to bid the work. <br />RECOMMENDATION <br />Utility Services engineering recommends that the Board of County Commissioners <br />approve the following: <br />1. Direct purchase of the basic unit of sludge thickener equipment now from Hycor in <br />the amount of $116,460.00 due to the 12=16 week lead time. <br />2. Continue negotiations with Wharton -Smith, Inc. <br />3. If after negotiations, a favorable installation cost cannot be agreed upon, the staff <br />seeks permission to bid the work. <br />April 7,1998 <br />ON MOTION by Commissioner Grin, SECONDED BY <br />Commissioner Eggert, the Board unanimously approved the 1) <br />direct purchase of the basic unit of sludge thickener equipment <br />now from Hycor in the amount of $116,460 due to the 12-16 <br />week lead time; 2) continuation of negotiations with Wharton - <br />Smith, Inc.; and 3) if, after negotiations, a favorable installation <br />cost cannot be agreed upon, the staff is authorized to bid the <br />work, as recommended in the Memorandum. <br />52 <br />
