McCoy, AICPj,,; <br />Senior Planner, Current Development <br />DATE: March 23, 1998 <br />SUBJECT: First Baptist Church of Winter Beach's Request for Conceptual Special Exception <br />Approval for a Place of Worship <br />It is requested that the data herein presented be given formal consideration by the Board of County <br />Commissioners at its regular meeting of April 14, 1998. <br />John Dean & Associates, Inc. has submitted an application on behalf of the First Baptist Church of <br />Winter Boch for conceptual plan and special exception use approval to construct a place of worship <br />and accessory buildings. No school or day care use is being proposed or considered at this time. The <br />subject site is located on the south side of 651ts Street in the 5100 block. <br />Pursuant to section 971.05 of the LDRs (land development regulations), the Board of County <br />Commissioners is to consider the appropriateness of the requested use based on the submitted site <br />plan and suitability of the site for that use. The Board may approve, approve with conditions or deny <br />the special exception use. The county may attach any conditions and safeguards necessary to <br />mitigate impacts and to ensure compatibility of the use with the surrounding area <br />If the conceptual plan and special exception use request is approved, then the applicant would need <br />to submit for major (final) site plan approval. That major (final) site plan would be reviewed by the <br />Planning and Zoning Commission to ensure compliance with the LDRs and consisiency with the <br />approved conceptual plan. <br />At its regular meeting of March 12, 1998, the Planning and Zoning Commission voted unanimously <br />(7-0) to recommend approval with the conditions recommended at the end of this report (see <br />attachment #5).-. <br />1. Size of Development Site: 9.74 acres <br />2. Zoning Classification: RS -6, Residential Single Family (up to 6 units/acre) <br />3. Land Use Designation: L-2, Low Density 2 (up to 6 units/acre) <br />4. Building Area: Phase I: 11,780 sq. ft. <br />Phase 11: 12.815 sq. ft. <br />Total: 24,595 sq. & <br />APRIL 14, 1998 <br />-46- <br />
