Stormwater Management: The conceptual stormwater management plan has been reviewed <br />and approved by the Public Works Department. The applicant will need to obtain a Type <br />"A" stormwater management permit, prior to site plan release of any subsequently approved <br />major (final) site plan. <br />9. utilities: A conceptual utility plan has been approved which provides connection to county <br />water and use of an on-site septic system. These utility provisions have been approved by <br />the Department of Utility Services and Environmental Health Department. <br />10. Phasing: The applicant is proposing to construct the facility in two overall phases. The first <br />phase will consist of a fellowship/multi-purpose building, classrooms, maintenance building, <br />and small outdoor amphitheater beside a proposed lake, along with the required parking and <br />constriction of the overall stormwater system. The majority of the planted buffer will occur <br />in Phase I. <br />The second phase will consist of a sanctuary, fellowship hall, classrooms, maintenance <br />building and four mission cabins (small, residential/retreat units), along with -the necessary <br />amount of parking. The buffering for Phase 1I will occur with Phase II construction, and will <br />entail the preservation of existing material for the most part. Phase 11 development is not as <br />intense and does not propose development as close to the property line as Phase I. <br />11. Landscape Plan: The conceptual landscape plan complies with the Chapter 926 criteria, and <br />includes a Type "C" buffer along the south, east, and west property lines, where the project <br />site abuts property zoned for single family uses. <br />An area of special buffering concern is the area immediately adjacent to the proposed <br />outdoor amphitheater. The amphitheater area will cover about 3,000 square feet (.7% of total <br />site area) and will come within about 60' of the site's west property line. This area should <br />be thoroughly screened from the west property boundary. To address this concern, the buffer <br />along the west property line should include a 6 opaque feature for a 400' segment of the west <br />Property line that is 200' north and 200' south of the amphitheater. This segment of <br />augmented buffer will need to be in place prior to use of the amphitheater. <br />12. Traffic: The traffic engineering division has not approved or rejected the location of the <br />driveway access on 6P Street. The driveway location will need to be precisely determined <br />and reviewed at the time of major (final) site plan review, and may need to be shifted to the <br />east to align with 51s Avenue. <br />All parking spaces will be accessed from a paved internal driveway, which provides access <br />to both sides of the Sanctuary, and loops around one of the stormwater management ponds. <br />Some of the more frequently use parking will be paved, while the remainder will be <br />stabilized grass parking. The internal circulation plan has been approved by the traffic <br />engineering division. <br />13. Environmental Issues: Environmental issues will need to be addressed with the major <br />(final) site plan. The conceptual plan does not grant any environmental approvals.
