Keating, AMP <br />THROUGH: Sasan Rohani, AICP *7 <br />Chief; Long -Range Planning <br />FROM: John Wachtel <br />Senior Planner, Long -Range Planning <br />DATE: March 30,1998 <br />RE: Triple S Properties, Inc. and Crazy Woman Properties, Inc.'s Request to Rezone <br />+46.6 acres from RS -6 to MED (RZON 98-01-0082) <br />It is requested that the data herein presented be given formal consideration by the Board of County <br />Commissioners at its regular meeting of April 14, 1998. <br />This is a request to rezone approximately 46.6 acres located at the southwest comer of Indian River <br />Boulevard and 41' Street. The request involves rezoning the property from RS -6, Single -Family <br />Residential District (up to 6 units/acre) to MED, Medical District. The purpose of this request is to <br />secure the necessary zoning to develop the site with medical offices. <br />On March 12,1998, the Planning and Zoning Commission voted 7 to 0 to recommend that the Board <br />of County Commissioners approve this request to rezone the subject property to MED. <br />The RS -6 zoned subject property and all land surrounding it, except for the eastern 915 feet of the <br />site's southern boundary, consist of citrus groves. Abutting land on the west is zoned RM -6, <br />Multiple -Family Residential District (up to 6 units/acre). To the north of the subject property, across <br />41" Street, land is zoned RS -6. East of the subject property, across Indian River Boulevard, land is <br />zoned RM -8, Multiple -Family Residential District (up to 8 units/acre). Land along the eastern 915 <br />feet of the site's southern boundary contains the RM -8 zoned NHC Place, an Adult Living Facility. <br />Land along the remainder of the site's southern boundary is zoned RS -6. . <br />The subject property and all surrounding properties are currently designated M-1, Medium -Density <br />Residential -1, on the county future land use map. The M-1 designation permits residential densities <br />up to 8 unitstacre. <br />However, a future land use map designation amendment to extend the north boundary of the 37* <br />Street/US 1 Medical/Commercial Node to 41s Street is in the final stages of being processed. That <br />proposed amendment will redesignate the subject property and all adjacent property to the south and <br />west to C/l, Commercial/Industrial. The C/I designation permits commercial and industrial zoning <br />districts, including the requested MED district. To ensure comprehensive plan consistency, the <br />proposed MED rezoning for the subject property cannot become effective until the referenced <br />comprehensive plan amendment has been finalized. <br />The subject property is currently used for agricultural purposes, being a citrus grove. No wetlands <br />or native upland plant communities exist on site. Portions of the subject property are within an "AE" <br />100 year floodplain, with a minimum base flood elevation requirement of seven feet NGVD. <br />APRIL 149 1998 <br />-55- 1051,°4' <br />
