The general criteria are found in Section 971.05(9) as follows: <br />(a) Consistency with the Comprehensive Plan and Zoning Code. The proposed use shall be <br />consistent with the Comprehensive Plan and with the stated purpose and intent of the <br />appropriate district regulations and all applicable regulations of this chapter. <br />(b) Compatibility with surrounding land uses. The proposed use and its location shall be <br />compatible with surrounding land uses and the general character of the area, based on <br />consideration of such potential impacts as traffic generation, drainage, nuisance impacts, <br />lighting, appearance, and other factors potentially impacting the character and stability of <br />the surrounding area. <br />(c) No adverse impacts on public health, safety and welfare. The proposed use and its <br />location and method of operation shall promote the public health, safety, and general <br />welfare. The proposal shall include any landscape and structural improvements, public <br />facility expansions, and operational restrictions or procedures required to effectively <br />mitigate potential negative impacts of the use. <br />(d) Promote orderly development. The use and proposed location shall promote orderly and <br />efficient development considering such factors as impact on public facilities, preservation <br />of neighborhood integrity, and similar factors impacting orderly development of the area. <br />These points will be addressed below. Sentences or phrases in bold print are for emphasis <br />only. These sentences and phrases are not in bold print in the Comprehensive Plan and Land <br />Development Regulations. <br />CONSISTENCY WITH THE COMPREHENSIVE PLAN AND ZONING CODE <br />The Indian River County Comprehensive Plan does not specifically reference electrical <br />substations. However, many sections of the plan address provision of adequate public <br />facilities. Electrical services are included in the definition of public facilities. Page 86 of <br />the Future Land Use Element includes the following statements. <br />"The amount of land designated for public facilities is likely to increase with population <br />growth; however, not in direct proportion to the expected growth. <br />"Not all public facilities locations are specifically delineated on the future land use map since <br />many individual facilities, such as schools and libraries, are on small scattered sites. <br />"Included in this category is the land required for central water, central sewer, drainage and <br />solid waste facilities expansion identified in the Infrastructure Element; schools, libraries, <br />police, fire and EMS stations, hospitals and other public facilities identified in the Land Use <br />and Capital Improvements elements." <br />The goal of the Land Use Element of the Comprehensive Plan is stated on page 88 as follows: <br />"Land development in Indian River County will occur in an orderly and controlled manner <br />which ensures balanced growth that maximizes the potential for economic development, <br />provides for the efficient use of facilities and services and ensures the protection of the <br />County's rich and varied environmental resources." <br />Following are other objectives and policies from the Indian River County Comprehensive Plan <br />that are related to providing utility services. <br />Future Land Use Element <br />Objective 1 Compact, Low -Density Development <br />"Indian River County will have an efficient and compact land use pattern which reduces urban <br />sprawl, while maintaining the overall low density character of the County, and ensuring <br />adequate land for utility facilities necessary to support development." <br />Policy 1.14 <br />"Development in medium -density residential areas shall be limited to the following: <br />Residential Uses (Single Family, Multi -Family & Mobile Homes) <br />10 units/acre M-2 District <br />8 units/acre M-1 District <br />Recreational Uses <br />Public Facilities <br />Institutional Uses" <br />APRIL 21, 1998 <br />-37- r - U F-,vH ti0 <br />
